UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work:

1. Baseline study and incorporating the results in the inception report - Assist UNICEF in the (1) Data Landscape Analysis and baseline data collection (2) area profiling, community consultations and needs assessment as part of the baseline study; (3) mapping and assessment of local actors and prospective service providers; (4) identification of programmatic activities that can be delivered by

local actors and service providers; and, (5) updating of implementation, communications and M&E plans including mainstreaming of gender equality and other policy priorities (e.g. IDPS, people with disability) into the action and defining disaggregated indicators in the logical framework. The result will be incorporated in the draft inception report.

2. Support the conduct of coordination and consultation meetings as well as compiling the results into an inception report - Working closely with UNICEF, coordination and consultation meetings will be conducted during (1) the establishment of the wider EU Peace and Development Programme (PD BARMM) Steering Committee (PSC) whose composition and frequency of meetings shall be

determined by UNICEF, BARMM and EU as stipulated in the Programme Document under “Communication Plan Among Stakeholders”, (2) the establishment of the Implementation Committee governance structure composed of Regional and Provincial Officials, Provincial

Representatives such as the Sanguniang Kabataan (SK) and the Local Provincial Child Protection Council (LCPC), UNICEF, EU and others as recommended by the members. (3) inception meeting with key project stakeholders for familiarization with the project design, interventions, duration and resources available; (4) coordination meetings with the Lanao del Sur-LGU-BARMM peace mechanisms on risk management and in setting criteria for beneficiary selection; (5) meetings and workshops to promote resource complementation, mostly with the BARMM ministries, provincial authorities and LGUs; (6) Coordination with UNICEF’s Gender and Inclusion Adviser to incorporate a gender and inclusion analysis for the listed interventions during the inception phase.

3. Presentation of baseline study and inception report - The consultant shall present the baseline study and inception report (including the review and establishment of the monitoring mechanism with agreed Programme milestones, approach for data collection, data collection frequency, schedule of reviews with local partners) for consideration of the established EU Peace and Development

Programme (PD BARMM) Steering Committee (PSC) as well as the established Implementation Committee.

4. Finalization of baseline study and inception report - The draft baseline study and inception report shall be finalized based on the inputs from UNICEF, the wider EU Peace and Development Programme (PD BARMM) Steering Committee (PSC) as well as the Implementation Committee.

5. UNICEF and EU Branding/Visibility – Consultant shall ensure to follow UNICEF’s and EU’s branding/visibility guidelines in all activities under this Consultancy Agreement.

Tasks:

  1. Document review, preparation and submission of Consultant’s Workplan for the Inception Phase.

  2. Presentation of Consultant’s Workplan to UNICEF’s Mindanao Field Office.

  3. Submission of revised Consultant’s Workplan.

  4. Conduct of Data gathering and mapping.

  5. Conduct of inception meeting with key project stakeholders for familiarization with the project design, interventions, duration and resources available; coordination meetings with the Lanao del Sur-LGU-BARMM peace mechanisms on risk management and in setting criteria for beneficiary selection.

  6. Presentation of Inception Report (with all items under Task #5 above) to the PD BARMM PSC

  7. Submission of final copy of report.

Deliverables:

  • Consultant’s Workplan for the Inception Phase with schedules of coordination/consultations with Programme Stakeholders, and agreed data collection tools/template.
  • Draft Programmes for identified activities (Consultations/Coordination).
  • Review completeness of Programme Results Matrix with recommendations (by revisiting the TOC and RM and verify if the indicators are the best ones using the SMART criteria).
  • Identify approach to design the monitoring system.
  • Presentation of Consultant’s Workplan, including travel plan.
  • Revised Consultant's Workplan.
  • Baseline Study Report including:

  • Area profiles (e.g. including plans and budgets per municipality, programmes for children, IDPs).

  • data landscape analysis to identify available/viable data sources and assess overall quality of data for all indicators; (b) data collection and use plan to identify the data collection and reporting activities, milestones, and costing; and (c) M&E governance, e.g., management, quality assurance, and reporting flow. - Report of community consultations and needs assessment (including consultation with IDPs as there are a significant group to be targeted, and consultations with young people and children). - Mapping and assessment of local actors and prospective service providers, i.e. Indicative list of implementing partners and service providers for each outcome/output and the rationale/justification of their selection. - Baseline data as indicated in the Programme’s Results Matrix.

  • Internet connectivity mapping.

  • Bottleneck analysis / quick assessment on health system building blocks.

  • Inception and Coordination Meeting Report

  • Indicative set of collaborative arrangements and counterpart contributions.

  • Beneficiary selection criteria.

  • Initial list of projects and beneficiaries (targeting).

  • Updated implementation, communications, M&E and risk management plans including mainstreaming of gender equality and other policy priorities into the action and defining disaggregated indicators in the LogFrame.

  • Report of Inception Meeting and Coordination meetings.

  • Draft Presentation of Outputs to the Project Board and/or to the PD BARMM PSC as most appropriate for final review and endorsement.

  • Presentation of Outputs to the Project Board and/or to the PD BARMM PSC as most appropriate for final review and endorsement. Project Board agreements, again, will serve as reference for monitoring the implementation of the Contribution Agreement based on prescribed guidelines.

  • Submission of refined and finalized version of the report to UNICEF, with the wider EU Peace and Development Programme (PD BARMM) Steering Committee (PSC) as well as the Implementation Committee.
  • Revised M and E Framework based on actual data gathered from the baseline study and consultation meetings.
  • Submission of refined and finalized version of the report to UNICEF, with the wider EU Peace and Development Programme (PD BARMM) Steering Committee (PSC) as well as the Implementation Committee.
  • Submission of Final Inception report (including recommendations of final indicators on the Results Matrix) to EU.

Qualifications and Competencies of Successful Consultant

  • Advanced degree in development studies, peace building, social work, community development, economics, public policy, or other

    relevant field.

Work Experience:

  • Familiarity with UNICEF work is desired/an advantage.
  • 5 years of development work in public administration, statistics, monitoring and evaluation and other relevant development courses.
  • Experience in conducting research and case study.

Languages:

  • Fluency in English and Filipino, both oral and written required.
  • Preferably knowledgeable in BARMM context (language and culture).
