- Strong computer skills, including hands-on experience with MS Office.
- Fluency in Macedonian is required. Fluency in English is an added advantage.

Project Context and Scope
The current Resolution on Migration Policy of the Republic of North Macedonia (2021-2025) and its corresponding Action Plan were developed in 2021, with the aim of establishing a sustainable and comprehensive framework for managing migration in the country. As part of the ongoing activities, IOM will provide technical support to the institutions in developing a new Resolution on Migration Policy for the next five years from 2026 to 2030, along with an Action Plan to operationalize the new Resolution.
In furtherance of the above, IOM is seeking to hire an individual local consultant to develop the new Resolution on Migration Policy and Action Plan for the period 2026-2030 for the Republic of North Macedonia.
Organizational Department / Unit to which the Consultant is contributing
IOM North Macedonia will manage the activity, in close coordination with the Government of the Republic of North Macedonia, under the project titled “Strengthening Management Systems of Irregular Migration and Fight against Organised Crime in the North Macedonia” funded by the European Union.
Qualifications
Education, Experience and skills required
- Knowledge of migration issues in North Macedonia;
- Knowledge of EU and international standards in the area of migration;
- Demonstrated ability to work independently with minimum supervision, as well as collaboratively within a team;
- Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds;
- Advanced University degree in Political Science, Social Science, Public Administration, International Relations, Law, Economics or other related fields relevant to the assignment;
- At least five years of professional experience in policy review; and
- Strong computer skills, including hands-on experience with MS Office.
Language
For this position, Macedonian is required. Fluency in English is an added advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
- If the selected consultant is based outside Skopje in North Macedonia, they will be required to travel to Skopje multiple times as necessary to attend relevant discussions, meetings, workshops, and other events during the development of the Resolution on Migration Policy and Action Plan for 2026-2030 under the consultancy contract.
Consultancy fee is all-inclusive and covers all costs related to the required travels to Skopje.

Responsibilities
Tasks to be performed under this contract
Under the overall supervision of the Head of Office of IOM North Macedonia, and the direct supervision of Project Manager, the following tasks will be performed by the selected consultant:
- Conduct (i) a desk review of relevant national policies and strategies, as well as EU, regional and international standards in the area of migration management; and (ii) a policy gap analysis to identify gaps in the current migration policy and framework in the country, to confirm the detailed needs for developing the new Resolution on Migration Policy, by 24 October 2025.
- Carry out consultations (in-person and online) with relevant government and non-governmental stakeholders during the developing the Resolution on Migration Policy and Action Plan for the period 2026-2030.
- In coordination with relevant government stakeholders, develop and submit to IOM by 30 October 2025, a work plan, methodologies, and a proposed table of contents for the Resolution on Migration Policy. The finalized work plan, methodologies, and the table of contents shall also be presented by the consultant during the first, or one of the initial, technical meetings with government stakeholders.
- Draft the Resolution on Migration Policy and Action Plan for the period 2026-2030, share the drafts with IOM and relevant government stakeholders who engage in the development process by 31 December 2025, and collect their feedback and recommendations. The Action Plan should include expected results, indicators, proposed activities, and corresponding timelines for the activities.
- Facilitate an in-person validation workshop, to be attended by government stakeholders, IOM and other institutions and organizations subject to the government approval, present the draft Resolution on Migration Policy and Action Plan for 2026-2030 during the workshop, and gather feedback and recommendations from workshop participants by 16 January 2026.
Finalize the Resolution on Migration Policy and Action Plan for 2026-2030 (language: Macedonian) based on feedback and recommendations from IOM, relevant government stakeholders and validation workshop participants, and submit the final versions to IOM by 30 January 2026.
Tangible and measurable outputs of the work
The following deliverables shall be submitted to IOM by email no later than 30 January 2026. A one-time instalment payment (100% of the total contract value) will be made upon IOM’s approval of the successful completion of the services.
- The Finalized Resolution on Migration Policy of the Republic of North Macedonia for 2026-2030 and its Action Plan (language: Macedonian).
