Purpose of the Consultancy

UNICEF has an ongoing technical assistance program with the Province of Samar and Northern Samar to develop the capacity of local government partners in planning, implementing, and monitoring the provincial scale up of the Philippine Approach to Sustainable Sanitation (PhATSS), as part of the First 1000 Days (F1KD) integrated program on Nutrition of UNICEF (Outcome 1/ Output 1.1). The Consultant will work closely with the local officials of Samar and Northern Samar provinces, as well as with the regional offices of DOH and NNC, while based in Samar. The Consultant is expected to provide direct technical support to Environmental Health officers and sanitation inspectors in selected municipal governments of Samar; and support management of WASH program and advocacy activities of the Provincial Health Offices in Samar and Northern Samar.

How can you make a difference?

Under the technical supervision of the UNICEF WASH Specialist and in close coordination with the UNICEF EMM team, shall undertake the following tasks and responsibilities:

1. Support the implementation of the Blended Financing with Output Based Aid (BF-OBA) on Household Sanitation (BF-OBA) system in the target municipality in Samar province.

UNICEF will be implementing BF-OBA in partnership with the municipality of Basey, the Provincial Government of Samar, and a network of microfinance institutions (MFIs). The program will test the government’s system of providing subsidy upon completion of toilet and blended with commercial loans taken by the beneficiary households. The program will benefit at least 500 households to build their own improved toilets, and contribute to the G2 sanitation level, knowledge and practice in LGU level sanitation financing programs, as espoused in the Philippine Masterplan on Water Supply and Sanitation.

2. Provide direct technical support in the development, implementation and monitoring of PhATSS in selected municipalities in Samar Province.

UNICEF has already reach 17 of 26 municipalities and cities in Samar province in implementing the Philippine Approach to Sustainable Sanitation (PhATSS) in the past two years; and the provincial government has committed to complete the adoption of the PhATSS policy in all remaining 9 municipalities including island municipalities and geographically isolated and disadvantaged communities. The work will entail helping model the PhATSS policy, but also support the scale-up of the policy in the region through harnessing of lessons learned and supporting the development of programming innovations in sanitation.

3.Ensure timely and well-coordinated technical assistance support to partner LGUs in Samar and Northern Samar.

Other than the direct technical assistance provided by the Consultant, the post holder will also oversee the coordination of the various partners and consultants that are supporting the provinces of Samar and Northern Samar. Currently, UNICEF is supporting the province through a CSO partner in the implementation of COVID-19 response to improve WASH services in health facilities and in learning institutions, and several other partners will be supporting the implementation and evaluation of the BF-OBA model in Basey, Samar. The technical assistance to Northern Samar will be limited to regular program management activities and provincial-level PhATSS advocacy events.

Deliverables:

  • Conduct advocacy meetings and consultations with local officials, community members and MFIs.
  • Finalize program implementation design based on results of stakeholder consultation regarding beneficiary selection, construction monitoring, subsidy voucher release and payment.
  • Draft local policy on BF-OBA for adoption by the local government.
  • Facilitate the drafting and review of partnership agreement on BF-OBA among participating MFIs, UNICEF and LGU.
  • Conduct program orientation on beneficiary verification, monitoring, and financial systems.
  • Support the conduct of beneficiary verification and selection.
  • Support the conduct of demand creation activities of partner LGUs and MFIs.
  • Conduct of provincial-level training/ mentoring sessions or technical support missions to selected Municipal LGUs based on identified capacity gaps such as but not limited to PhATSS verification, WASH FIT, ESIS and WINS.
  • Draft concept notes / field diaries or present key program learnings in support of scaling-up the program across the region.
  • WASH technical inputs provided for joint F1KD advocacy meetings/ briefings to LCEs and relevant Councils at Provincial and Municipal levels in Samar.
  • Updated Provincial Technical Assistance Plan for 2023 through conduct of end year review of the TA Plan in Samar.
  • Coordinate field level activities of implementing partners with LGU partners in Samar
  • Conduct of quarterly program management meetings with the Provincial WASH Council / Sanitation Inspectors in Samar and Northern Samar.
  • Support assessment, coordination and program planning during emergency WASH response, as needed.

To qualify as an advocate for every child you will have…

Education:

A Bachelors’ degree in Social Sciences, Development Studies, Public Health, Gender Studies, Journalism, Communications Research, Development Communication, Community Development and related fields or equivalent professional training and experience.

Work Experience:

• At least 2 years of experience in analysis, design, and implementation of community-based programmes, and in particular, the Philippines Approach to Sustainable Sanitation and/or sanitation financing is essential.

• Experience in community development, participatory programming, local governance and financing.

• Experience in designing and facilitating trainings.

Knowledge/Skills/ Competencies

• Knowledge of government policies pertaining to WASH, health, nutrition, gender, and children.

• Knowledge on existing laws, rules, and regulations on sanitation and its implementation in the Philippines will be an advantage.

• Excellent technical writing skills.

• Proven ability to conceptualize, innovate, plan, and execute ideas and systems

• Ability to express clearly and concisely ideas and concepts convincingly in written and oral form

• Ability to plan, coordinate and manage multiple activities and adjust to changing priorities

• Good interpersonal skills; sensitivity to partner’s needs and expectations and maintaining open communication

• Innovative, able to take risk and offer practical solutions

Language

  • Fluency in English and Tagalog is required
