Background:

As Ukraine entered its second year of the escalation of the full-scale war, the humanitarian and child rights catastrophe continues. While there is still an urgent need to respond to the vast humanitarian needs in frontline areas, it is also critical to pivot to recovery priorities in the Central and Western zones of Ukraine to build back better and ensure that children are at the center of the recovery agenda.

UNICEF is engaging actively with government partners and the Sectoral Working Groups on the National Recovery Plan to ensure that children and youth have improved health, learning and protection outcomes in healthy and safe physical, family and community environments and that systems, policies and communities are built back better to ensure the rights and well-being of every child.

This complex operating environment, combining emergency and child-centered recovery efforts, requires to scale up communication efforts and strengthen the capacity of digital communication aimed to increase UNICEF ability to reach specific target audiences across social media platforms and communicate to youth, parents, and caregivers.

The Communication Section creates and delivers compelling content to various audiences of UNICEF beneficiaries, partners and donors. It builds engaged communities in multiple languages across social media and web platforms, while providing expert digital services to the organization in general and to Social Behavior Change section in particular.

Efficient and timely communication in social media channels and community management are an integral part of UNICEF’s advocacy and communication efforts to the emergency as well as its brand, and as such, the organization must ensure that its social media channels are updated timely. Moreover, mobilization of various social media channels in response to the development of the situation in Ukraine – TikTok, Instagram, Youtube, etc. – will help reach out to UNICEF core target audience: children, adolescents and youth.

Purpose of assignment:

UNICEF Ukraine is seeking a Digital Media Consultant to join the team at a critical moment to support essential digital communication, advocacy, and social and behavior change efforts in social media across UNICEF’s priority areas to provide emergency response while pivoting to recovery priorities specific areas of Ukraine.

Under the guidance of the Digital Communication Officer, the Social Media Consultant will assist the Communication and Social Behavior Change teams in content creations and the day-to-day management of UNICEF’s social media channels.

The Social Media Consultant will support the planning, development and implementation of content strategies, create content with emphasis on video content creation, using the native tools of social media platforms; perform day-to-day social media management and community moderation; assist in managing digital communication assets; support colleagues on digital marketing, influencer and digital partnership engagement, monitoring and analysis, and moderation of platforms.

Social Media Consultant will report to Digital Communication Officer, with supporting digital outreach of Communications and Social Behaviour Change component of the country programme.

Work assignment overview

Deliverables:

1 . Content creation and packaging for social media channels.

Produce dynamic, interactive, and meaningful social media content with own skills (ideation, copywriting, basic design and video editing) as well as engaging contactors. Improve UNICEF’s agility when it comes to reacting to and riding the waves of relevant media or social media moments that relate to UNICEF's mandate. Identify new opportunities to continually improve UNICEF’s presence across digital platforms to deepen engagement with supporters. Ensure timely production of various communication content for UNICEF Ukraine social media channels by subsonctractors.

Deadline: by 1 February 2024 (48 working days).

2. Social media management.

Support social media editorial planning and processes with relevant colleagues working in the areas of digital marketing, influencer engagement and management of UNICEF Ukraine social media channels. Schedule, proofread and check social media and digital content for accuracy and timeliness. Review and post content per the agreed advocacy and communication calendar of events for to expand UNICEF’s voice for children. Perform other digital communication and content duties as required and agreed upon with supervisor.

Deadline: by 15 October 2023 (40 working days).

3. Community management.

Create and stimulate worthy conversations with the targeted community to support and strengthen UNICEF’s communication strategy Ensure that UNICEF media channels are regularly moderated, inform and engage key stakeholders, including children and youth on issues that affect them. Ensure regular and quality content on social media platforms and liaise with communication team on work progress.

Deadline: by 30 November 2023 (20 working days).

4. Monitoring and evaluation

Provide quantitative and qualitative analysis of social media channels and content on an ongoing basis, and as suitable, to help refine messages and creative concepts linked to the thematic area. Assist in digital data collection and analysis in line with KPIs outlined in the communication strategy Assist with the monitoring and community management of social media channels, flagging risk and opportunities to deepen engagement.

Deadline: by 14 February 2024 (12 working days).

Sub-total: 120 working days.

To qualify as an advocate for every child you will have…

Education: Bachelor's degree or higher in professional education in Communications, Information Technologies, Advertising, Arts, Marketing or other relevant fields.

Professional experience: 2+ years’ experience in social media management and content creation, digital marketing, whether in digital agencies or in the client side, is required

Languages:

  • Ukrainian: Proficient/Native [C2];
  • English: Upper-Intermediate [B2].

Skills and competencies:

  • Early adopter at using a wide range of online and social media platforms including Instagram, TikTok, as well as YouTube, Twitter, Telegram, Google, Facebook and other digital channels with knowledge of social media management tools and video editing for social media tools.
  • Proven ability to create appealing content for social media, with emphasis on video content.
  • Proven ability to work independently and within a team, and across multiple teams, tackle demanding goals and produce timely results and good quality of work.
  • Experience of work with social and behavior change campaigns, digital youth engagement projects is desirable.

i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
