How can you make a difference?

UNICEF is engaging a local consultant as part of the UNICEF Philippine Country Office, to incorporate and implement SBC strategies as part of UNICEF Philippines education programme and strengthen capacities of the Department of Education and the ECCD Council to address key challenges affecting access, learning and quality of education in the Philippines.

Scope of Work:

  • Under the supervision of the Basic Education Specialist, the Consultant will provide technical assistance and work on the following tasks:
  • Undertake a mapping of potential SBC activities for the education programme in CPC 9.
  • Provide technical support to the education section and government partners to incorporate and prioritize SBC strategies in CPC 9.
  • Provide technical support in incorporating potential SBC activities in the updated ECCD Strategic Plan and its Monitoring, Evaluation and Accountability system to increase access to ECE services
  • Develop and roll-out an advocacy and communication strategy to engage parents in their children education.
  • Develop a plan to scale up SBC strategies for increasing enrollment in the Alternative Learning System.
  • Develop a Concept Note of a bullying prevention program for the Philippines, incorporating SBC strategies.
  • Provide technical support to DepEd staff for the design and implementation of a bullying prevention program.
  • Undertake assessment of existing implementation and monitoring capacities of DepEd Regional Offices and School Division Offices for a bullying prevention program.

Deliverables:

Report with mapping and analysis to assess the needs and opportunities to use SBC activities for CPC 9

Monthly report with priority SBC activities for CPC 9 with an analysis of the prioritization

Report with recommendations on SBC activities for the implementation of the ECCD Strategic Plan and its Monitoring, Evaluation and Accountability System

Advocacy strategy document

Report with the documentation and lessons learned of the roll-out of the advocacy strategy

Scalability Plan for SBC strategies to increase enrollment in ALS nationwide

Concept Note of bullying prevention program

Report with analysis of DepEd Central Office capacity to design and implement a bullying prevention program

Assessment report with analysis of at least 1 Regional Office and 2 Division Offices

To qualify as an advocate for every child you will have…

Bachelor’s degree in one of the disciplines relevant to the following areas: Development Communications, Education, Development, Communications, or a field(s) relevant to international development assistance.

  • Two (2) years of professional work experience with international development organizations or government.
  • Relevant experience in the education sector is an asset.
  • Relevant experience working in the UN is an asset. Languages:
  • Fluency in English and local language is desirable

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
