How can you make a difference?

▪ Develop an understanding of the situation of children, adolescents (including relevant groups of young people in a particularly vulnerable situations) and women by analysing the policies and strategies, social and economic trends affecting them (data disaggregated by age, gender, urban/rural, ethnicity, socio-economic status and other relevant factors);

▪ Identify and analyse the barriers and bottlenecks that prevent children and women (especially the most disadvantaged) ones from enjoying their rights and benefiting from social services across sectors, taking into account regional disparities;

▪ Identify critical data gaps that can improve the monitoring of the rights of children and adolescents, especially the most vulnerable groups;

▪ Analyse to what extent there is an enabling environment for the realization of the rights of all children and adolescents, and analyse how evidence-based interventions and services needed to address deprivations are prioritized in national policies, laws, strategies, plans and budgets;

▪ Capture new or emerging area of concerns regarding children and adolescents, such as environmental issues affecting them, mental health issues etc, and children and adolescents living with disabilities.

Methodology

The SITAN should adopt the following indicative framework:

Conceptual framework

The overall conceptual framework of the situation analysis is the Human Rights-Based Approach to Programming (HRBAP). It should provide an understanding of the existing deprivations and inequities and establish the linkages between the underlying causes and barriers to achieving child rights and equitable outcomes for children’s well-being. The conceptual framework situates the analysis in the country context and clearly recognizes the regional and global issues that are impacting children’s lives in the country. Furthermore, it explores the reasons behind the uneven realization of child rights and inequities in well-being, and the opportunities for achieving progress for all children, especially those who are left behind or at greatest risk of being left behind.

WORKING ARRANGEMENTS

The consultant will work remotely under the direct supervision of the Deputy Representative of Programmes. As required, he/she will work in coordination with Libya Country Office Special Representative and relevant programme sections.

The consultant will be expected to coordinate with key stakeholders during the research, considering the following:

- The Ministry of Planning, the Bureau of Statistics, Academia and UNICEF will work closely together during the research;

- Within the UNICEF’s County Office, a Reference Group will be established to support the development of the SitAn, composed of Section Chiefs, Chief of Field Office, Social Policy Specialist, the Deputy Representative, Programme and key senior national staff;

- The analysis will feed into the Interagency Common Country Analysis, led by the UN Resident Coordinator’s office and interagency Programme Management Team and will thus inform the Active in more than 190 countries and territories through country programmes and National Committees. We are UNICEF, the United Nations Children’s Fund. development of the new UN Strategic Framework for Libya. Additionally, it will serve as the basis for the development of UNICEF’s Country Programme (post-2022).

DELIVERABLES

A total of 40 consultancy working days are estimated for this assignment with the following estimated share of days:

▪ Inception Phase (including inception workshop) – total of 15 working days

▪ Data Collection Phase – total of 20 working days

▪ Analysis and Reporting Phase, including validation presentation – total of 5 working days The national consultant is expected to produce and submit following deliverables (jointly):

▪ Document Library, including national resources, and support international consultant with summary of key documents (particularly national documents in Arabic)

▪ Build partnerships with national stakeholders, both in the government as well as in academia (Tripoli and Benghazi)

▪ Contribute substantively to the context, conflict, and bottleneck analysis

▪ Support the international consultant in producing his/her deliverables, including the Inception report, Presentation on key findings and conclusion, SitAn assessment, and briefs) Inputs on submitted inception and draft reports provided by UNICEF and other stakeholders should be addressed in the process and final documents.

All submissions should be electronic. All materials submitted to UNICEF should be delivered in English, while preliminary report on key findings and conclusions, Summary SitAn Report and PPTs should be submitted in English.

To qualify as an advocate for every child you will have…

Financial proposal, letter of motivation, resume and samples of research/writing should be submitted to apply for this position.

• Advanced degree in social sciences, international development or related fields relevant for the assignment.
• A minimum of 5 years of relevant professional experience in areas related to the wellbeing of children and adolescents.
• Previous experience with UNICEF or other UN agencies is an asset.
• Fluency in Arabic and English is required.
• Significant experience and expertise on Libya.
• Strong analytical skills.
• Excellent knowledge social service systems, development agenda.
• Proven experience in in quantitative and qualitative data analysis, policy (and finance) analysis and report preparation.
• Experience in facilitating consultations with government representatives.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage).

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
