UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision and guidance of the Education Specialist, the Consultant is responsible for executing a broad variety of tasks to help the ECCD Council in the day-to-day management, including the monitoring of the pilot activities, preparation of evaluation design, and capacity building to manage the upscaling of the undertaking in the future. The Consultant who will serve as Project Manager and Monitoring and Evaluation Specialist and it will undertake the following tasks and deliverables:

Tasks:

Phase 1. Preparatory Stage

1.1 Management and Coordination with concerned national government agencies and possible pilot LGUs in the following:

• consolidation and validation of the results of the CDC Readiness Assessment tool and selection of pilot CDCs;
• preparation of overall Communication Plan, key messages, and materials for use at all levels preparation of training plan, designs/modules and materials for each of key stakeholders (LGUs, CDWs/CDTs, parents;
• conduct of virtual orientation to pilot LGU participants;
• conduct of the virtual TOT of monitoring team of pilot LGUs; and
• based on the Results Matrix of the Standard Operating Procedures (Appendix 2), preparation of detailed M&E Plan, including M&E tools, coordination in the establishment of M&E mechanisms at all levels and orienting/training all concerned stakeholders on monitoring the pilot.

Phase 2. Actual Piloting

2.1 Management and coordination with LGUs (provincial, municipal/city, barangay) in the implementation of the SOP:

• oversight periodic monitoring of pilot LGUs;
• consolidation and analysis of monitoring results from pilot implementation, including documentation of key drivers and bottlenecks in the implementation of the pilot/SOP; and
• evaluation of the pilot implementation, including facilitation in the conduct of the FGD with representatives from the pilot LGUs.

Phase 3: Preparations for Up-Scaling

3.1 Revision of the Costed Implementation Plan and SOP in preparation for the up-scaling;

3.2 Refinement of SOP and accompanying tools, templates, training modules based on the results of the pilot; and

3.3. Preparation of detailed M&E Plan for the upscaling of safe ECE reopening and strengthening of the M&E mechanisms (structure, process and tools) at all levels

Phase 4: Coordination with other LGUs outside of the pilot in the conduct of the following:

4.1 Conduct of NCDC/CDC Readiness Assessment ;

4.2 Orientation on the SOP; and

4.3 Conduct of Provincial TOT for the Provincial Monitoring Team.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in education, social development, social studies, psychology, communications, management, economics or related fields *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of 5 Years of relevant professional experience in Early Childhood Care and Development.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English and Pilipino is required.
