Purpose of Activity/Assignment:

Since late 2020, Syunik is one of the regions in Armenia that continues to host a significant number of displaced persons from Nagorno Karabakh and is facing new challenges especially in border communities. This comes on top of pre-existing situations of vulnerability among children and their families, including difficulty in accessing quality and comprehensive basic social services and poverty. This evolving situation has attracted a variety of new stakeholders that intend to contribute to the local socio-economic development of the region. UNICEF has been operating in the area in different modalities and in several sectors (health and nutrition, education, child protection and social protection, disaster risk reduction) since the early 90s and has continued to do so during and after the recent crisis.

Considering the expanded and continuously evolving needs and vulnerabilities among children and their families in the region, both from the displaced population and host communities, and considering the evolving landscape of stakeholders, UNICEF is seeking the services of a consultant with the purpose of mapping stakeholders in the areas of child and adolescent health and nutrition, education, child protection, social protection and disaster risk reduction and systematically engaging with them to better understand the evolving needs for future planning, partnership and coordination purposes.

How can you make a difference?

Scope of Work:

The incumbent will perform the following tasks:

  1. Map stakeholders in Syunik region and nearby areas as relevant, based on criteria related to the capacity to address children’s needs. The criteria will be agreed upon with UNICEF at the beginning of the consultancy.
  2. Engage with stakeholders relevant to UNICEF’s work and identify: a) children’s needs and vulnerabilities, including needs already addressed by existing actors and needs that remain fully or partially unaddressed; b) areas of collaboration and complementarity with existing stakeholders. Both tasks 1 and 2 will require continues updates over the course of the contractual period.
  3. Support UNICEF Office in Yerevan in its partnerships with local stakeholders and in following up to its activities in the region as relevant.

Methodology:

The stakeholder mapping will be guided by UNICEF internally developed tools. The collection of information will be based on qualitative approaches, especially individual interviews involving a variety of local actors from government and non-government sectors. No direct involvement of beneficiaries, including children, is required. All tools and approaches will be agreed at the beginning of the contractual period between the consultant and UNICEF, in line with UNICEF quality assurance and ethical standards. The consultant shall submit reports in English to UNICEF.

To qualify as an advocate for every child you will have…

  • Advanced university degree in any social science or similar;
  • At least 5 years of experience in the field of disaster risk reduction, local development cooperation with national and international civil society and other organizations;
  • Proven experience of active cooperation with local authorities and other stakeholders;
  • Proven familiarity with several social sectors region, especially those related to children needs;
  • Active engagement in the emergency response and support to displaced from Nagorno Karabakh is an asset;
  • Excellent oral and written communication skills in English required, with ability to prepare notes and summaries;
  • Knowledge of Armenian language is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
