On December 16, 2021, Super Typhoon Rai/Odette hit the Philippine archipelago, leaving human casualties, devastation to property and essential services, and displacement of large populations in Northern Mindanao and the Visayas including the Province of Southern Leyte. As UNICEF is responding to the emergency, there is an urgent need for personnel to be in the field coordinating and monitoring the efforts of the UNICEF Education response together with the Regional Education Cluster. Aligned with the goal of the cluster, the Education response to this emergency aims to (1) restore access to education in safe and secure learning environments and prevent accumulated learning loss among children; and (2) mitigate the harmful impact of crises on children’s well-being and support their recovery through mental health and psychosocial support. (Humanitarian Needs and Priorities Revision: Super Typhoon Rai Philippines, 2 Feb 2022) Given the huge education needs of the affected areas, UNICEF Philippine Country Office is scaling up its Education in Emergencies (EiE) component to support in safe physical reopening of schools and child development centers (CDCs) towards addressing development and learning loss caused by the COVID19 and Typhoon Rai/Odette. The heavily-damaged classrooms/CDCs and WASH facilities and lack of teaching-learning materials pose a huge challenge for schools and CDCs to safely reopen. There is also a need to further support the establishment/strengthening of sub-national education cluster, including the management information system to support decision-making and monitoring in the affected areas, at the sub-national and national levels. Hence, the engagement of an EiE Consultant who will assist UNICEF Education Section and Education Cluster to implement the Typhoon Odette Response in Southern Leyte is deemed urgent and crucial.

How can you make a difference?

1. Assist in the management of the existing HPD with Plan International *(Current priority areas: Maasin City; and Southern Leyte – Bontoc and Limasawa. Education is planning to expand the response in Southern Leyte covering San Ricardo, San Juan and St. Bernard.)***:**

1.1 Coordinate and monitor the implementation and achievement of committed results and corresponding strategies and activities;

1.2 Ensure that the supplies provided directly by UNICEF and through the existing HPD with Plan International reach the intended beneficiaries on time and are appropriately utilized;

1.3 Identify key challenges in the implementation of the existing HPD and recommend and/or take actions to address the challenges;

1.4 Identify key response gaps that need to be addressed by the national, regional, provincial Education Clusters and other relevant clusters and stakeholders; and

1.5 Coordinate with Plan International the submission of quality and timely periodic and interim HPD reports to Education Section of UNICEF.

2. Provide technical support in the Sub-National Education Cluster Coordination in the Province of Southern Leyte.

2.1 Coordinate the establishment of the Southern Leyte Provincial Education Cluster, including Maasin City. The Education Cluster should include Early Childhood Education for children 3-4 years old;

2.2 Represent UNICEF in Provincial Education cluster and participate in Education Cluster meetings at the regional and national levels, when needed;

2.3 Support the Provincial Education Cluster in establishing the information management system towards timely preparation of a comprehensive Education Situation Reports and updated 3W Matrix and submission to UNICEF and UN OCHA (UN Office for the Coordination of Humanitarian Affairs); and

2.4 Participate in the Provincial Education Cluster assessment and monitoring activities, including the preparation of reports.

3. Maintain and update information and database of the education situation and UNICEF Education Response in Southern Leyte.

3.1 Provide technical assistance to the priority province, city and municipalities in establishing a mechanism/system for collecting and managing data on Early Childhood Education in Emergencies (ECEiE) to monitor situation and needs of affected children 3- 4 years old and basis for planning ECE response and recovery;

3.2 Maintain and update information and database of all current and potential regional and provincial Education cluster partners, their capacities and areas of work (including Who, What, Where), including but not limited to the UNICEF Humanitarian Performance Monitoring (HPM) tool, the Education Cluster Partners’ Monitoring TemplateTyphoon Odette, the NCPWG 3W Matrix, and the OCHA 3W Matrix;

3.3 Gather relevant information from different sources (such as the NDRRMC, DSWD, DOH, OCHA and others) and forward to partners important and relevant content;

3.4 Coordinate closely with OCHA for the maintenance and regular provision of Education updates;

3.5 Regularly update partners by providing reliable and good quality information to support their planning, response and early recovery activities;

3.6 Identify key information gaps that need to be addressed by the national, regional and provincial Education Clusters;

3.7 Maintain a database of all meeting minutes, technical notes, policy guidelines and other regional and provincial Education Cluster resources;

3.8 Support the enhancement of existing shared drives/ folders/ sites of regional and provincial Education Cluster and contribute to the setting up of new Education Cluster SharePoint sites as needed.

Deliverables

  • Monthly Progress Reports of HPD implementation highlighting results achieved, challenges encountered and actions taken; lessons learned; key response gaps and key recommendations.
  • Updated list of actual beneficiaries of interventions, disaggregated by gender, including those with disabilities.
  • Interim Reports
  • Draft Policy creating the Southern Leyte Provincial Education Cluster
  • Participation in Sub-National Education Cluster Meetings and documentation of highlights and agreements with implications to UNICEF’s Education Response
  • Technical inputs to the establishment/strengthening of the Education Cluster’s information management system
  • Technical inputs to the preparation of comprehensive UNICEF Education Situation Reports (every 2 months), OCHA Education Situation Reports (every 2 weeks) and updated 3W Matrix (every 2 weeks)
  • Mechanisms for collection and management of ECE situation data/information established in priority province, city and municipalities
  • Comprehensive data on ECE situation in priority province, city and municipalities
  • Key reports to be updated on a weekly basis (or to be determined in coordination with the Education Cluster and CPWG, as response evolves);
  • Situation reports and updated 3W form shared and circulated;
  • Education response updates provided to OCHA, LGUs, DepEd and UNICEF;
  • Enhanced shared drives/ folders sites and fully set up new Education Cluster Sharepoint site.

To qualify as an advocate for every child you will have…

  • Advanced University degree in one of the disciplines relevant to the following areas: Education, Economics, Engineering, Architecture, Information Technology, Statistics, any of the other social and mathematical sciences or a field(s) relevant to international development assistance.

    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • Five (5) years of work experience, with minimum of two years of professional work experience at national or international levels on relevant Education programmes.

  • Experience in managing development projects (implementation, financial management, reporting), preferably some education projects (both technical and financial management) is required.
  • Experience in working in emergency responses is required.
  • Experience in school infrastructure design and modeling is an asset.
  • Relevant experience working in the UN or other international development organization is an asset.
  • Good understanding of geographical and cultural diversity of the country is an advantage.
  • Ability to (i) work flexibly and independently with limited supervision in a multicultural team environment and deliver quality results against tight deadlines; and (ii) handle multiple tasks and deliver quality outputs even under pressure, is required.
  • Strong computer skill (word, excel, power point, outlook) is required.
  • Strong communication skills (both writing and speaking), especially the ability to draft analytical reports/documents is required.
  • Proactive coordination and networking skills required.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
