UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Chief, Child Protection and the guidance from the Child Protection Specialist, the MRM Verification Consultant will support verification missions for grave child rights violations, including coordination meetings with state

and non-state parties to the conflict identified in the UN Security Council Annual Reports on Children and Armed Conflict.

The MRM Verification Consultant will have the following tasks and deliverables:

    1. Technical review and field verification of 2023-2024 cases of grave child rights violations.
    1. Prepare individual case files of verified grave child rights violations and update MRM database
    1. Monitor development and facilitate referral of verified cases to appropriate agencies for response on grave child rights violations.
    1. Assist in building the national MRM technical and human resource capacity.
    1. Provide analytical and statistical support for the preparation of MRM report.

To qualify as an advocate for every child you will have…

Advanced University Degree in psychology, social work, social sciences, or other fields related to social development and humanitarian work.

  • At least 120 hours of relevant training on child rights and child protection.
  • Understanding of Philippine socio-political context, Child Protection system in the Philippines, and knowledge of human and child rights would be essential.
  • Experience in conducting field research and advanced skills in the documentation of human rights violations would be an advantage.
  • Willing to travel in remote and conflict-affected areas.
  • Fluent in English and knowledge of Filipino languages an asset.
  • High level of writing and communication and computer skills.
  • Dynamic, independent, self-motivated and well organized.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
