Purpose of the Consultancy:

The engagement will also contribute to building capacities of partners to tabulate, analyze and utilize routine and assessment/study related data in planning, implementation, and quality improvement of the adolescent friendly services with focus on MHPSS. This will strengthen partners capacities to coordinate, implement and monitor programs for children and adolescents.

How can you make a difference?

The consultant will focus on supporting the DOH, NYC, CWC, and UNIEF supported three provinces and four cities in (i) improvement of data availability and quality, (ii) capacity building of the adolescent health managers and services providers in the use of data, (iii) strengthen capacity of DOH, CWC and NYC in programme monitoring and supervision.

In particular, the consultant will support the following key priorities:

Tasks:

1. Improved quality and availability of data on adolescent health and development to inform policy and programmes.

a. Support data collection, analysis, and utilization of IHBSS 2022 (secondary analysis focusing on consent, forced sex or abuse) and development of policy brief.

b. Support for review and analysis of health and development indicators of the National Youth Assessment Study (link to Output 4.1). c. Support development of MHPSS M&E framework. d. Conduct of a training of trainers (TOT) and roll-out of an adolescent MHPSS toolkit for care providers (social workers, teachers, guidance counsellors and professional volunteers.

2. Strengthened capacity of service provide is to deliver quality and adolescent-friendly services.

e. Support the implementation of MHPSS activities in select LGUs, through mapping of the existing adolescent and youth organizations in target communities, including assessment of capacity on MHPSS demand generation activities, and (ii) mobilization/ identification of leaders and influencers in the community to support review and contextualization of the Guidelines on Tele-and-Social Media Peer Support.

f. Develop micro plan for implementation and innovation of Tele and Peer Support within the existing/ nearby Adolescent Friendly Health Facilities (AFHF) or youth hubs.

3. Strengthened institutional capacity to coordinate and monitor government programmes for adolescents and young people at the sub-national levels.

g. Technical support to volunteers of NYC’s Youth Mental Wellness Peer-to-Peer Coaching Program on HEADSS training link initiatives to MHPSS chatline (J&J and Project BRAVE).

h. Development, compilation, digitalization and social media use of AHDP knowledge products.

4. Improved children/adolescent and youth participation through effective Strategic Behaviour Change Communication.

i. Documentation of models and dissemination of LGU experience to support strengthening of adolescent health knowledge hubs.

5. Strengthening the capacity on the provision of adolescent mental health services of healthcare and non-healthcare providers, in collaboration with the PYDN, DOH, DepEd, CWC, and NYC.

j. Pilot-testing of Adolescent Mental Health Training Program for healthcare and non-health care providers with recommendation of the results to the DOH, Dep-Ed, CWC, and NYC.

6. Quality adolescent care and services improved through Strategic Behaviour Communication Change and effective parenting programmes for adolescents.

k. Support establishment of MHPSS chatlines; roll out in select sites using the Child Protection and H&N referral pathways

Deliverables:

- Provision of technical support on the analysis of the IHBSS 2022 through the regular meetings with DOH and scheduled write-shops. - Three (3) workshops on the finalization of National Youth Assessment Study (NYAS) supported by the National Youth Commission (NYC).

- Technical recommendation on the analysis of NYAS, including use of secondary datasets from strategic stakeholders. - Two (2) meetings facilitated with the Department of Health (DOH) on drafting common M&E framework for MHPSS and possible contextualization at the LGU level.

- Two (2) engagement meetings with DOH, NYC, CWC, and other agencies promote evidence-based decision-making through the generation of datasets and improvement of adolescent MHPSS data collection and management.

- Three TOTs conducted with reports available (need assessment and training reports): One (1) for Health Care Providers; One (1) for Non-health Care Providers; One (1) for Adolescents.

- Directory of a community-based organization (CBO) with AMHPSS interventions - with 4Ws map. - Service delivery directory of five (5) priority areas: Angeles City, Valenzuela City, Cagayan de Oro City, Zamboanga City, and Western Samar.

- Technical support and one (1) official documentation of tele and social support for AFHFs/youth hubs/CBOs through the national coordination meeting.

- One (1) training on Adolescent MHPSS (peer support and use of HEEADSSS) and chatline operations for NYC volunteers. - Technical recommendation for the development of a knowledge management (KM) system for NYC. - Compendium of knowledge products on AMH, including resources, modules, references, materials, and tools. - MHPSS models of integration documented and shared with DOH, CWC and NYC ( includes key highlights of experience in modelling and integrating community-based MHPSS and adolescent mental health).

- M&E support for capacity building, including need assessment and monitoring of the capacity building activities. - Technical recommendation on the enhancement of the existing reporting mechanism for the use of the Home environment, Education and employment, Eating, peer-related Activities, Drugs, Sexuality, Suicide/depression, and Safety (HEEADSSS).

- Sustainability plan for the kaibigan chatline and the institutionalization of helplines at the LGU level.

To qualify as an advocate for every child you will have…

Education:

• Advance University degree on disciplines relevant to the following areas: Community Development, Public Health, Psychology, Health Sciences; Public Administration, Project Management.

Work Experience:

• A minimum of five years of professional experience in the field of program implementation, monitoring and evaluation, surveillance, particularly of development programs.

• Experience in provision of technical support on data collection/ capture and analysis in coordination with key national government agencies and other stakeholders; demonstrate expertise in carrying out similar assignments.

• Previous experience working and coordinating adolescent health and mental health programs with UNICEF, DOH, and LGU is highly desired.

Knowledge/Skills/ Competencies:

• A high level of ethical awareness, child protection lens, and integrity. • With good computer skills, well-versed in online applications for webinars such as Microsoft Teams, Zoom, Meet, etc. is an asset. • Ability to work efficiently and deliver committed outputs within agreed timelines and deadlines.

Language:

• Fluency in English, both in oral and written communication, and knowledge of the relevant local language is an asset.
