Organizational Setting

The Ecosystem Restoration and Sustainable Land Management (ERSLM) project in Tongoa Island is a three-year project funded by the Global Environment Facility (GEF) in partnership with the Food and Agriculture Organization of the United Nations (FAO) and the Vanuatu Government. FAO is the Implementing Agency (IA) and is providing the technical support to the Vanuatu Government in implementing the project. The Ministry of Climate Change Adaptation, Meteorology, GEO-hazards, Environment and Energy, and the Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity are the Executing Agencies and national counterparts for the project. The project will be working closely with other partners within the public and private sectors as well as with members of the Non-Government Organizations (NGOs). The overall goal of the project is to effectively restore degraded landscapes and implement climate-resilient sustainable land management practices in Tongoa Island.

Reporting Lines

The Local Conservation Specialist (LCS) will work under the overall leadership of the GEF Programme Officer, technical guidance of the LTO and direct supervision of the CTA and the NPC.. The LCS will also work in close coordination (on a day-to-day basis) with the relevant Government Ministries, the GEF Operational Focal Point, and the FAO team in Vanuatu, including the AFAOR Vanuatu. The LCS will lead and undertake management and implementation of project activities

Technical Focus

• Assist the CTA and NPC implement, monitor and report on project activities in Tongoa Island; • Assist in public awareness campaigns, stakeholder consultations relating to project work in the restoration area sites and at the island and provincial level; • Coordinate project activities at the restoration areas of the islands and provinces through guidance of NPC ;

Tasks and responsibilities

The specific duties and responsibilities are as follows; • Assist the CTA and NPC implement, monitor and report on project activities in Tongoa Island; • Assist in public awareness campaigns, stakeholder consultations relating to project work in the restoration area sites and at the island and provincial level; • Coordinate project activities at the restoration areas of the islands and provinces through guidance of NPC ; • Work with national counterparts from relevant government departments and ministries in coordinating and implementing project work and work plans at the project site; • Organize meetings and consultations with communities, landowners and provincial government representatives to address and solve issues impacting on smooth and timely implementation of project activities;

• Involve in technical work such as surveys and other data and information collection work by organizing logistics at local project sites; • Assist organize approval for entry into communal land, forest and villages and establish network with local chiefs and village committees; • Assist in disbursement of awareness and educational materials related to project work; • With assistance of CTA, NPC to organize landowner groups to ease disbursement of project materials, funds and other benefits related to project work; • Prepare monthly progressive reports and specific situation reports when as required; • Provide logistical support to project consultants and teams when out implementing activities in the field Specifics Outputs

• Understand local customs and protocols; • Demonstrate ability to work independently and consistently; • Ability to form effective partnerships between national and provincial government and coordinate with NGOs and CSOs; • Experience working and managing landowner and customary issues; Speak and poses practical understanding of local dialects or languages

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• National Vanuatu • Diploma in natural resource management, agriculture or forestry (or related technical disciplines). • Minimum 5 years of field level experience in project/programme management in the NRM sector • Experience in monitoring and evaluation • Strong communication skills in English and Bislama
