With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea (PNG), UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

How can you make a difference?

UNICEF Papua New Guinea Country Office (PNG CO) requires a local communications assistant to support the Communication Specialist to meet the programme demand in general and in particular to manage key routine communication work as specified below;

Communication support - Media and External Relations

  • Review and update media mailing list for national and international media. Ensure rapid and accurate information dissemination to media
  • Support the establishment of contacts, networks, resources and processes to support communication work
  • Maintain, review and update UNICEF partners mailing list whose support is essential to achieving advocacy and communication objectives.
  • Support drafting and editing of press releases and statements, media notes, media advisories, speeches and talking points
  • Monitor newspapers, radio and television stations and online media on a daily basis and maintain a library of coverage
  • Support planning, logistics and administrative arrangements for field visits for the Rep, media and NatCOms

UNICEF Visibility

  • Support the planning, organization, coordination and implementation of key events including the observation of international days
  • Support editing and review for development of communication products
  • Support programmes to ensure UNICEF visibility at key events
  • Support UNICEF visibility in One UN activities and events
  • Support content development promoting UNICEF visibility on social media and website – human interest stories, photos stories, case studies
  • Support accessibility of UNICEF PNG communication content – high resolution photos, videos – on global UNICEF platforms for easy access by UNICEF global and regional offices, local and international media, National Committees for UNICEF, UNICEF PNG staff
  • Support the organisation and management of UNICEF visibility materials
  • Support preparation of background and promotional materials for briefings and field visits
  • Support drafting of emergency related communication updates for donors and Government and implementing partners.

2. Collaboration with programme and implementing partners

  • In consultation with supervisor, develop close collaboration with programme sections to identify and provide communication support
  • With the support of programmes, identify opportunities with implementing partners to promote UNICEF visibility

3. Communication products repository – In close consultation with Communication Specialist and with the support of programmes and ICT Officer:

  • Support the creation of a Communication Products Repository to ensure all communication products produced by the office for the country programme (2018 – 2022) including emergency work, are all easily accessible in a common location. These include artwork for posters, flyers, canvas backdrops, banners, radio and television public service announcements, videos, etc.
  • Liaise with programmes to obtain e-copies of print ready files and or with suppliers to provide final artwork files for filing
  • Create a filing system for repository
  • Regularly follow up with programmes for files to be added to the Repository

As a champion for every child, you will have…

  • University Degree in Media Studies, Journalism, Public Relations or Humanities
  • Minimum of at least four to five years of relevant professional (officer-level) experience in communication work with international NGO or UN
  • Experience working in the development sector
  • Experience working in the communication sector or with communication media
  • Fluency in English. Knowledge of local language is considered an asset. Ability to clearly and concisely express ideas and concepts in written and oral form.
  • Good analytical and negotiating skills.
  • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organisation.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
