Organizational Setting

The cooperation between the Food and Agriculture Organization of the United Nations (FAO) and the Government of Ukraine has been designed to reinforce national capacities and to contribute to a broader development of agriculture, sustainable management of forests and fisheries, and animal and plant disease control. FAO is providing technical support for climate change adaptation, as well as working with civil society to mitigate soil erosion and degradation. FAO is also contributing to building resilience and boosting development in conflict-affected regions by supporting the economic recovery of farmers and rural communities. FAO’s presence in Ukraine has upscaled and is distributed by offices in Kyiv, Lviv, Kharkiv, Dnipro and Odesa under the overall responsibility of the Deputy Regional Representative – Programme - in the Regional Office for Europe and Central Asia and managed by the Head of the FAO Office/Designated Responsible Officer in Ukraine. The recent and large-scale escalation in hostilities in Ukraine is exacerbating the already dire food security situation of the most vulnerable rural households and small farmers. In response to the evolving situation, FAO Ukraine is scaling up its emergency humanitarian and resilience programming in conflict affected areas of Ukraine. including previous programming areas of Donetsk, Luhansk, Zaporizhzhia and Kherson; and Lviv and Zakarpattia in the West; as well as newly affected areas. In order to address rapidly deteriorating situation, FAO has established a Rapid Response Plan (RRP) that is in line with the UN Flash Appeal and intended to provide life and livelihood saving interventions for the most vulnerable smallholder farming households impacted by the conflict.

Reporting Lines

Under the overall supervision of the Designated Responsible Officer and Head of Programmes, the direct supervision of the Head of Field Office, and in close cooperation with the Programme, Operations and Monitoring Units as well as National Livestock Specialist, the consultant will support the implementation of FAO animal health and livestock project activities in the east of Ukraine.

Technical Focus

In Ukraine, FAO is working with the State Service of Ukraine on Food Safety and Consumer Protection (SSUFSCP) to deliver essential disease and sanitary services, and increase access to essential animal health medicines and supplies to livestock holders (rural farming households and small-scale farmers) in conflict-affected areas. To this end, FAO is implementing a number of project activities in support of livestock production and animal health, including the distribution of productive inputs, provision of vouchers to beneficiary groups to access veterinary products and supplies, and coordinating with the SSUFSCP to enhance their capacity to deliver essential services.

Tasks and responsibilities

• Support the implementation of project activities related to livestock production and animal health being implemented as part of FAO Ukraine’s humanitarian and development response in the east of Ukraine. • Provide timely information on delivery and track project outputs and outcomes to enable the programme team and senior management to monitor and improve implementation, generate learning and inform evidence-based advocacy. • Support the coordination of the implementation of the voucher modality with the Cash and Voucher Assistance (CVA) team. • Provide advice/guidance for the procurement of equipment and supplies in line with project deliverables for FAO livestock-related activities in the east of Ukraine. • Support Project Specialists covering eastern regions of Ukraine in developing networks of implementing partners for distribution, tracking and monitoring of livestock-related inputs. • Serve as primary liaison with the regional agricultural departments of Donetska, Dnipropetrovska, Kharkivska and Zaporizhska oblasts on FAO livestock-related activities and strategies. • Contribute to the development and submission of reports to relevant stakeholders in line with the project workplan. • Support the MEAL team to develop and implement a suitable strategy and framework for FAO livestock-related activities, including grievance and redress mechanisms (GRM). • Identify with the FAO Ukraine Communications Team opportunities to communicate on FAO Field Office’s livestock/animal health activities and support content development of communication products including press releases, human interest stories, videos, etc. • Promote best practices and provide technical support/services to the Field office to facilitate emergency and resilience programming in the livestock/animal health sector. • Perform other related duties as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in animal science, agriculture, economics, social sciences and other subject related to the work of the Organization. • At least five (5) years of professional and practical work experience in livestock production and/or animal health projects at the field and/or national levels. • Working knowledge of English. • Ability to communicate clearly and effectively, both orally and in written formats. • National of Ukraine.

Technical/Functional Skills
