Duty station: Kyiv, with regular travel to field locations.

1. Background/Context

Prior to the escalation in armed conflict in February, NRC’s operations focused on government controlled areas (GCA) of the Donbas Region (Luhansk and Donetsk Oblasts). With the temporary relocation of NRC’s staff and operations to Central, Norther and Western Ukraine, NRC will continue to support populations in the East with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in hot zones. In the West, NRC established an Area Office in Lviv and a Field office Ternopil. The Western response will focus on assisting people on the move with cash and ICLA services and provide multi-sectoral support to key transit including food parcels, food vouchers and develop employability activtites. The Northern response will initially focus on supporting returnees through supporting food and agricultural systems as well as business reestablishment alongside light and medium repairs.

The purpose of the LFS Project Manager position is to implement delegated LFS project portfolio, ensuring quality programming and coordination across NRC Ukraine country LFS programme and capacity building of programme staff.

2. Role and Responsibilities

The following is a brief description of the role:

1. Line management of project staff.
2. Adherence to NRC policies and donor requirements.
3. Contribute to the development of Country, Area and LFS strategies, initiate and participate in the development of relevant LFS projects.
4. Coordinate and manage LFS project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
5. Implement technical direction and ensure high technical quality of projects.
6. Provide regular progress reports to the Area Manager, Area Programme Manager and the LFS PDM/Specialist.
7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
8. Develop and manage project budget (in cooperation with PDM/Specialist) and coordinate across CCs.
9. Ensure capacity building of project staff and transmit key knowledge and skills.
10. Liaise and collaborate with relevant partners, local authorities and other key stakeholders.
11. Promote the rights of IDPs/returnees in line with the advocacy strategy.
12. Organise and implement food insecurity and livelihood/economic security assessments.
13. Provide and manage technical and operational oversight of field activities with support from the LFS PDM/Specialist.
14. Induct new emergency and build capacity of LFS officers and assistants enabling them to fit in and effectively do their jobs.
15. Support emergency food assistance teams maintaining accurate records of beneficiaries, daily distribution summaries, and market data.
16. Ensure a holistic and inclusive response integration of LFS components by working together with other CC managers, support functions and field teams.
17. Contribute to response analysis, mapping and monitoring of food assistance, food security and livelihood/economic security assistance.
18. Secure community inclusion in the implementation of agriculture and livelihood/economic security activities ensuring modalities match with identified needs and people priorities.
19. Participate in the recruitment of LFS officers, enumerators and field assistants and supervise them.
20. Develop annual/monthly activity and work plans; provide regular reports including suggestions for new and better ways to assist.
21. Representation of LFS project to external stakeholders including UN agencies, INGOs and NGOs, local authorities, community representatives and other key stakeholders.

3. What We Are Looking For

• Relevant university degree (economics, management, or business studies).
• At least 3 years of experience from a senior level project implementation position, preferably in a humanitarian/recovery context and LFS programmes.
• Experience in management of activities, staff and budgets.
• Documented results related to the position’s responsibilities.
• Excellent communication, interpersonal and reporting skills, both written and oral.
• Knowledge about own leadership skills/profile.
• Fluency in English, both spoken and written is required.
• Experience with Food Assistance, Economic Security and Agricultural response management.
• Food Security and Livelihoods coordination and advocacy work.
• Fluency in Ukrainian and Russian.
• In depth knowledge of the context in Ukraine.

4. What We Offer

• Type of contract: 12 months with possibility of extension depending on funding.
• Salary/benefits: According to NRC salary scale, terms and conditions.
• Duty station: Kyiv, with regular travel to field locations.
• Travel: 20 %.
