Job overview:

The Livelihoods and Food Security (LFS) Assistant (Agriculture/Animal Husbandry) will support the implementation and monitoring of livelihoods and food security programmes in NRC’s recently -established Sari Pul office. He/ she will report to the LFS coordinator and will work very closely with NRC’s other units in the Sari Pul office (in particular with WASH/ Education teams).

The LFS Assistant will be responsible for supporting the implementation of the LFS component of NRC’s drought response in Sari Pul – both in the internally displaced person (IDP) settlements in Sari Pul city as well as in drought-affected areas of origin in other districts of Sari Pul.

Generic responsibilities:

  • Adhere to NRC‘s Code of Conduct, Standard Operating Procedures, and Guiding Principles to uphold the highest professional ethical obligations.
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes.
  • Immediately report any challenges or implementation delays to the Livelihoods and Food Security coordinator
  • Help analyse assessment and M&E data as required – with the support of the LFS Officer/ Coordinator and M&E staff.

Specific responsibilities:

  • Conduct needs/ feasibility assessments (through household interviews, key informant interviews, and focus group discussions) amongst IDPs in Sari Pul city and non-displaced communities in Sari Pul districts, to design agricultural livelihood activities in Sari Pul province.
  • Help implement agricultural livelihood and livestock activities in Sari Pul province – including but not limited to: distributing inputs (seeds, fodder, tools, vaccination, livestock etc.), creating new livelihoods, providing livestock and agricultural trainings, increasing beneficiaries livestock management capacity, providing soft skills trainings, distributing in kind or cash grants.
  • Liaise closely in the field with specialized agricultural and livestock actors in Sari Pul to implement NRC LFS activities – including Department of Agriculture, Livestock and Irrigation (DAIL), Department of Rural Rehabilitation and Development (DRRD), and other NGOs.
  • Organize nutrition/ food security awareness sessions.
  • Support implementation of income generation activities for IDPs in Sari Pul city – including distributing and monitoring use of start-up cash grants or in-kind inputs, providing basic business trainings, linking beneficiaries with local buyers/ customers.
  • Ensure the inclusion of cash-based interventions and market based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Help select beneficiaries eligible for LFS programmes, based on guidelines and procedures given by the Livelihoods and Food Security Officer/ Coordinator.
  • Ensure proper filing of documents, including beneficiary registration & distribution lists, receipts, contracts etc.
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
  • Help beneficiaries obtain any necessary administrative/ legal documentation such as small business permits from the municipality and work permits from governmental departments.

Context related skills, knowledge and experience:

  • University degree in agronomy or horticulture department of agriculture.
  • Minumum 2 years of experience working in agriculture and livestock development projects (e.g. irrigation schemes, kitchen gardens, livestock/ poultry rearing, fruit-tree planting, greenhouses, setting up agricultural cooperatives etc.) with INGO.
  • Ability to be highly mobile and spend a lot of time in the field – including in IDP settlements in Sari Pul city and within communities in Sari Pul districts.
  • Experience working in the field with low-income communities
  • Experience working with local authorities and local communities in Sari Pul province.
  • Good written and spoken of Dari and Pashto is and advantage.
