The duration of the consultancy is 3 months.

The objectives of this consultancy are as follows: a. Conduct labour market assessment; b. Analyze the profiling results of UNHCR’s beneficiaries (their background data, experience, education, skills, current employment, etc.); c. Conduct job matching (identify potential employees for potential workers among UNHCR’s beneficiaries through matching exercise (selection of the best job or internship for the candidate); d. Explore ways to improve the livelihoods of refugees and asylum-seekers through economic inclusion including improved access to labour market and entrepreneurship opportunities; e. Identify any specific vulnerabilities or barriers faced by different beneficiary groups; f. Explore innovative ways to integrate refugees and asylum-seekers into the local economy; g. Develop a Livelihood Strategy plan for the National Office in Kyrgyzstan; h. Provide technical guidance to UNHCR to advance the employment, self-employment and self-reliance of UNHCR’s beneficiaries; i. Establish a monitoring and evaluation framework to assess the effectiveness of implemented livelihood interventions; j. Above mentioned tasks shall be outlined in the Livelihood Strategy Plan for the National Office Kyrgyzstan including a plan for tailor-made livelihood interventions (e.g. apprenticeship training programmes with hotels, supermarkets, private sector, etc. based on a solid market demands and needs assessment; small business support start-ups, job placement, targeted vocational trainings, other recommended interventions) in line with the marker demand including in the areas of self-employment (e.g. auto-mechanics, sewing, repair of electrical appliances, cooking, etc.) to enhance skills and opportunities in the local labour market.

Required level, qualifications and work experience:

The livelihood consultant should possess the following qualifications and experience:

a. A degree in Business Management; Socio-Economics Development; Economics/International Economics; Rural Development; Financial Management; or other relevant field. b. Demonstrated experience in working with and developing partnerships with private sector, NGOs, UN organizations, development actors, and government authorities in sub-sectors relevant to livelihood programming e.g. financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training; at least two years of experience working on the required issues (conducting assessments, drafting of strategic plan, etc.); c. Knowledge of the legislation of the Kyrgyz Republic in the field of citizenship, labour and protection of human rights (preferable). d. Experience in conducting sector assessments using quality social-science methods and tools, and in developing at least one comprehensive strategic plan for livelihoods and economic inclusion. e. Strong research and analytical skills, with the ability to collect, process, and analyze qualitative and quantitative data. f. Excellent oral and written communication skills, with the ability to write and negotiate effectively. g. Fluency in Russian, and Kyrgyz (preferable) and English (preferrable), including written and spoken proficiency.

Monitoring and Progress Controls (report requirements, periodicity, format, deadlines):

The livelihood consultant will be responsible for delivering the following outputs: a. A finalized Report on Labour Market Assessment; b. A finalized Report on Profiling of UNHCR’s Beneficiaries; c. A finalized Report on Job Matching;
