Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Livelihoods Officer is responsible for overseeing the planning and implementation of Livelihoods interventions that are implemented by Save the Children International (SCI) partner NGO in line with SCI policies and Standards of Operations (SOPs). The livelihoods Partnership Officer is expected to play a role in supporting PNGO to deliver livelihoods activities for refugee and host community youth and adults. He/ She has significant responsibility building the capacities and providing technical support to PNGO team to ensure the quality of livelihoods activities implementations. He/ She is accountable for monitoring the quality of field activities ensuring delivery of timely results, establishing good relationship with different stakeholders. H/She will be responsible for implementing daily tasks to ensure that the partnership strategy is being implemented to meet the CO objectives with consistency with SCI’s related policies and procedures. H/She will be responsible for managing a successful consultation to provide partners with full guidelines and coaching to run a profitable textile production unit.

Projects Scope:

This project is funded by multiple donors seeking to assist vulnerable youth and households among asylum seekers, migrants and members from the host community aged 18-35 in Greater Cairo to receive better livelihood services aiming to empower them for successful transition to self-reliance, access income generation activities and integrate within the local communities.

During phase one, the project succeeded in providing a full livelihoods program to a total number of 284 beneficiaries in addition to providing two partner NGOs with production units to support partners' sustainability and offering apprenticeship opportunities for the target beneficiaries.

This announcement for project phase two with three main outcomes; 1) Partners support: A) Support one of the local partners with coaching and guidelines to successfully manage the production unit.

B) Support partner NGO to deliver full livelihood intervention for 160 beneficiaries.

2)Livelihoods Interventions: A) (Phase one graduates) Support livelihoods program graduates to connect with the Egyptian ecosystem and private sector by receiving financial and non-financial support provided by one of the Egyptian incubators. In addition to linking them with open days, summits, etc supporting their visibility and increasing their selling channels.

B) (New beneficiaries) providing a full livelihoods program for a total number of 350 Beneficiaries aged 18-35 in Greater Cairo supporting them to receive; 1) Life Skills for Success training 2) Coaching to choose the fit livelihoods track 3) Technical capacity strengthening readiness for the chosen livelihoods track; business training or employability skills and/or vocational training. 4) Matching with income-generating activity either wage or self-employment. (apprenticeship or seed funding). 5) Receive coaching and mentorship for 3 to 6 months.

KEY AREAS OF ACCOUNTABILITY:

Operations Planning and Implementation

· Assist the Project Manager in developing operational plans for partners' activities and conducting partner scoping, assessment, due diligence, and selection processes.

· Provide technical and operational guidance to partners' livelihoods officers and coaches, focusing on wage and self-employment strategies and interventions.

· Identify training needs for partner NGOs teams and develop/adapt relevant training modules with the Livelihood Technical Advisor and in coordination with partnerships manager

· Conduct structured supervision, monitoring, and field visits to ensure the delivery of high-quality, evidence-based livelihood interventions by partner NGOs officers.

· Oversee the implementation of partners' livelihood interventions care plans, with attention to risk assessment, safety concerns, and documentation.

· Develop and monitor the quality of seed funds disbursed to ensure business sustainability.

· Contribute to designing consultants' Terms of Reference (TORs) and supervise the consultant contracting process.

· Conduct evaluations of consultants and prepare satisfactory reports.

· Support in coordinating partner events, including surveys, and organizing regular partner meetings.

· Update partners' performance tracker in coordination with project managers.

· Assist in organizing trainings, workshops, and on-the-job training sessions.

· Provide operational support to project partners and ensure the effectiveness and efficiency of support provided.

· Any additional tasks to support the Project Manager in partnership management.

Reporting and documentation

· Ensures proper documentation of SCI experiences and lessons in the project (including pictures and videos)

· Organizes and properly maintains database and information related to the livelihood component of the project.

· Facilitates information sharing and learning between SC and relevant stakeholders.

· Provides information and inputs to be used for SC information and communication materials.

In case of Emergency:

· Promote children's rights, contributing to their well-being and protection in times of emergencies, guided by humanitarian principles and code of conduct.

· During emergencies, he/she should act in a way that facilitates SCI’s response to emergencies, giving priority to all assigned.

· Be prepared to support SCI interventions in response to emergencies and show needed flexibility.

General:

QUALIFICATIONS

· Bachelor’s level degree in a relevant subject (Business Administration, PR or equivalent field experience).

· Five years of experience delivering and/or managing livelihoods interventions

· From 1to 3 Past experience with partners and civil society is perfared.

· Good knowledge of computer programs (Excel, Spreadsheets, accounting programs, etc).

· Flexibility, ability to multi-task, meet deadlines and set priorities;

· Good knowledge of child safeguarding will be an added advantage; and Commitment to Save the Children values.

EXPERIENCE AND SKILLS

· Excellent communication and interpersonal skills and ability to work collaboratively as part of a team. (Essential)
