Org. Setting and Reporting The position is located in the Dag Hammarskjöld Library, Outreach Division, Department of Global Communications (DGC). The United Nations Dag Hammarskjöld Library connects Member State delegations, UN staff, researchers and world citizens with trusted information/data, facts and human knowledge about and for the UN. It provides a foundation for facilitation, dissemination, use, access to, engagement with, and preservation of information and knowledge in support for the work, principles and mission of the United Nations. The incumbent reports to the Section Chief.

Responsibilities Within delegated authority, under the guidance of the Section Chief, the Librarian (Scholarly Communications Officer) will be responsible for the following duties as the needs of the service require:

- Contributes to the formulation of overall policies, procedures, scholarly communications processes, objectives and guidelines affecting the development and re-engineering of the Organization’s Depository Library programme into a distributed scholarly network comprised of more than 350 entities from 135 countries, and incorporating capacity building and diverse education and outreach programmes; oversee policy implementation as required. - Ensures a high standard of client service whether to internal library clients, partners or end- users. - Conducts policy-oriented research and drafting on the applicability of digital scholarly management standards in digital repositories using data from internal and external sources to develop Section policies, guidelines and procedures in keeping with technological development, and the evolution of the Organization’s scholarly communication cycle - including a strategy for long-term preservation and retrievability of the institution’s digital output with research value files; translates organizational needs into analytics, reporting and recommendation requirements to support decision-making and workflows with data information and knowledge. - Identifies the information needs of the Organization and its information clientele and manages: - Development and implementation of policies and guidelines relating to digital repository content aggregation of the UN digital record (UN publications, grey literature) - Development and production of o scholarly communication services & products o library marketing and communication strategy and products o cataloguing standards, and ensures they are maintained. - Client services - Online services - Technical services for the Section and its extensive scholarly network and strategic partners by evaluating the institutional repository and related products – a digital, open, dynamic knowledge suite of resources providing information data, knowledge on the UN official record as well as on relevant grey literature; ensures evidence-based participation in the formulation of policy papers and positions on themes of key relevance in the areas of UN digital information, data and knowledge management. - Formulates and implements projects in the provision of scholarly communications services. - Implements technologies in scholarly communications management to ensure the Organization has effective tools for access to information. - Promotes and develops internal and external bibliographic and other database interoperability as well as additional files to ensure consistency and accuracy. - Advises Member State Permanent Missions and other Secretariat units and departments seeking expertise in scholarly communications management. - Manages and performs high level research and analyses, integrating information from a wide variety of sources, with understanding of the Organization’s mandate and of the relevance and quality of external information. - Develops and implements policies and guidelines relating to the curation of and permanent access to the UN digital record (UN publications, grey literature), including using indicators of research impact and promoting emerging alternate measures of impact and metrics; supervises relevant functions. - Develops and operates outreach services to Member State Permanent Missions and Delegations; develops client outreach strategy and knowledge dissemination programmes for the scholarly community including a global Conference on scholarly communications, and coordinates implementation; acts as the alternate Chair of the Section’s Standing Working Group on Communications. - Evaluates applications and cost-effectiveness of services in relation to technology options, and prepares data and recommendations for decision-making on those options. - Plans and organises training for Delegates, Permanent Mission staff and headquarters staff with respect to scholarly communications practices and use of library services. - Evaluates the performance of vendors and exchange partners and negotiates charges where necessary. - Undertakes procurements as required, in conjunction with the relevant services of the Organisation. - Manages budgets assigned to the Outreach & Community Engagement Unit and carries out other managerial responsibilities ensuring compliance with administrative requirements, programme and Section planning and strategies, policy and procedure recommendations and human resources. - Ensures the broad professional development of general service and professional staff, in relation to scholarly communications work. - Guides, trains and supervises general service and professional staff in the function. - Performs other duties as assigned.

Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Master’s degree or equivalent) in library science, information science or closely related field. A first-level university degree in library science, information science or closely related field in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years post-qualification of progressively responsible experience in scholarly communication management & digital repository or knowledge dissemination work or closely related area is required.

Experience in the design and implementation of knowledge organization systems and networks is desirable.

Experience in scholarly publishing services and resource assessment is desirable.

Experience in strategic library management is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
