Result of Service a) Improved access to thematic information hooked to the BRS joint clearing-house mechanism by improving the search functions of our websites and documents libraries.

b) Enhanced BRS taxonomy and its interoperability with the InforMEA thesaurus called LEO.

c) Enhanced configuration of the Thesaurus Management Systems, including its auto-tagging systems, and its integration with the BRS Secretariat Document Management System and Websites Content Management System, as well as the InforMEA portal.

d) Enhanced CITES Secretariat thesaurus and integration with InforMEA Poolparty server as required.

e) Enhanced CITES taxonomy and its interoperability with the InforMEA thesaurus called LEO.

f) Sustained access to the server by InforMEA Members for the management of their vocabularies and the server is running on the latest version of the application.

g) Improved consistency in the approaches towards creation, maintenance, and migration of vocabularies.

h) Enhanced access to the tagged data and documents within the InforMEA initiative to support International Environmental Governance.

Expected duration The duration of the contract is 10 calendar months, from 1st March 2022 to 3th1 December 2022.

Duties and Responsibilities The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. The services required under these ToRs are part of the joint clearing-house mechanism for information exchange for the Basel, Rotterdam and Stockholm conventions. The Conferences of the Parties (CoPs) of the three conventions pursuant to decisions BC-15/2, RC-10/3 and SC-10/4 on the interim programme of work and budget related to the activity 25 on clearing-house mechanism, requested the secretariats of the three conventions to implement the activities of the workplan for the biennium, including its sub-activity number 1 on maintenance of the Secretariat’s records keeping systems. In the same decisions, the Secretariat was requested to enhance its cooperation with partners and avoid duplication with existing activities, tools and mechanisms.

The services required under these ToRs also contribute to the Programme of Work of the Secretariat of the Convention on International Trade in Endangered Species of Wild Fauna and Flora. Those services are covered under its costed programme of work for 2020-2022 under activity E5 (Maintenance and revision of the CITES website) and E8 (CoP18 Decisions and Resolutions related to capacity building & knowledge management).

These TORs also implement the recommendations of the InforMEA Steering Committee, specifically SCM 11/7 on finalizing the deployment and configuration of PoolParty and existing thesauri to the production environment; SCM 11/8 on assisting members of the initiative to create, review, host and “map” members’ thesauri with LEO into PoolParty; SCM 11/9 which instructs the InforMEA team to “Map” the LEO thesaurus with external partners’ thesauri, including Sustainable Development Goals (SDGs) and WESR, where applicable and relevant; SCM 11/12 and 11/13 which instruct the InforMEA team, with interested members of the initiative, to explore the feasibility to use the “InforMEA tagger” in combination with the SDG thesaurus in PoolParty to identify and index relevant Multilateral Environmental Agreement (MEA) information against SDG indicators as well as to link national legislations collected by MEAs with the ones collected by ECOLEX and LEAP initiatives; SCM 10/1 (b) on the testing Pool Party and moving projects that are ready to the production server; SCM 10/1 (e) recommends that the InforMEA team, with the support of the Technical Working Group, further develops the Pool Party suggestions/auto tagging tools to enable MEAs to include Pool Party suggestions/auto tags into their information systems, including Drupal and other modules that might be available in the current license; SCM 10/1 (i) recommends that the InforMEA team explores possibilities to support MEAs with external expertise to enable MEA Secretariats to effectively use Pool Part, which therefore addresses the funding associated with this assignment, from the InforMEA Project.

Outputs: Output 1: The existing PoolParty staging server and the PoolParty production server should be updated to use the latest security patches to be in line with OICT security policies. The synchronization processes between the staging and production servers will be optimized, where applicable to facilitate the synchronization process with automation and scripts. The consultant will liaise with BRS IT services to ensure servers are operational. The consultant will liaise with the InforMEA team to ensure that they have all information required to maintain the servers adhering to their configuration policies and will also provide technical backstopping on a day-to-day basis to members of the InforMEA partnership on matters related to the management of the server and the fixing of errors/bugs as they occur in coordination with Semantic Web. Estimated duration: 1 month spread over the contract’s duration.

Output 2: The consultant will develop: - a general taxonomy documentation containing the taxonomy purpose(s) and intended use(s), taxonomies owners and users, hierarchy characteristics, scope of concepts (topics, programmes, chemicals and possible new lists), scope of content to be tagged with the taxonomy concepts, users - both current and future intended user groups, possible methods for tagging, history of the development of the taxonomy, primary sources for the concepts in the taxonomy, and extent of use scope notes and definitions. - a taxonomy editorial guidelines documentation specifying the taxonomy label editorial style, including use of case, abbreviations, acronyms, special characters, diacritics, punctuation, plurals or spelling. The guidelines will also define criteria for adding new concepts in topics/chemicals/programmes lists. They will also list known authoritative sources for concepts. The guidelines should also define criteria for establishing hierarchy levels and groupings, in particular with relation to chemicals lists. The guidelines should take into consideration the use of the different concept’s lists (for instance when used for aggregating content on the websites) and the periodicity of change based on PoolParty policies. The guidelines should also specify the type of expected synonyms or alternatives labels, in particular for chemicals concepts and the related chemicals identifiers such as CAS Numbers, trade names and others. The consultant will liaise with BRS knowledge management team, as well as concerned BRS programme officers. Estimated duration: 1 month.

Output 3: The consultant will enhance BRS taxonomies by applying editorial principles identified in output 2 above. The topics, programmes and chemicals taxonomies will be reviewed and enhanced with, among others, harmonization of terms such as plural vs. singular form, use of uppercase or lowercase, ensuring that one concept is not duplicated in different lists, and URI management. Where applicable, the groupings, hierarchies and synonyms or translations will be inserted. The synchronization between the test server and the production server will be implemented and documented. Estimated duration: 1 month.

Output 4: The consultant will enhance the existing BRS tagger app and ensure that the BRS tagger app is better integrated in other BRS information systems with the aim to ensure that information is properly catalogued against BRS Thesaurus, as follow. Output 4.a.: The consultant will enhance the BRS tagger app to fix bugs and to include new features such as categorization, extraction, suggestion, language detection and zip extraction. Estimated duration: 1 month. Output 4.b.: The consultant will integrate the BRS tagger app within the Document Management System (M-Files). Estimated duration: 1 month. Output 4.c.: The consultant will integrate the BRS tagger app within the Websites Content Management System (DNN) for basic HTML pages and content. Estimated duration: 1 month.

Output 5: The consultant will collaborate with the InforMEA team, as well as with participating members, to facilitate the mapping of their vocabularies to LEO and testing the mapping to ensure that it functions as expected, within PoolParty. The Consultant will extend this test to the InforMEA Portal as well as to SDGs, LEAP and the Judicial Portal, to ensure that any content tagged by each of these applications can be accessed by the other via the mapping. Estimated duration: 1 month.

Output 6: The consultant will collaborate with the InforMEA team to further develop and/or create a robust InforMEA Tagger that is well integrated with PoolParty and the InforMEA Portal with a view to facilitating the tagging of documents, including Akoma Ntoso documents. Estimated duration: 1 month.

Output 7: The consultant will collaborate closely with the CITES Secretariat developers to assist them with the testing and deployment of changes onto the CITES thesaurus hosted on the InforMEA poolparty server. The involved tasks are outlined below: - Enhancement of the thesaurus content based on the testing phase; - Evaluation of quality of CITES Thesaurus through PoolParty quality control feature and evaluation / enhancement through corpus analysis; Estimated duration: 1 month.

Output 8: The consultant will establish SKOS relationships across two different taxonomy projects via Exact match, Close match, Narrow match, Broad match and Related match. The project linking between the CITES thesaurus and the LEO thesaurus will be implemented in PoolParty and reviewed by the CITES Secretariat. Estimated duration: 1 month

Qualifications/special skills Academic Qualifications: An advanced university degree in information management or related area is required for this consultancy. Two years of qualifying experience may be accepted in lieu of an advanced university degree. Experience: At least three years of proven experience in knowledge management, content governance, search, taxonomy and metadata management projects are required for this consultancy. Demonstrable experience in indexing content using existing taxonomies is also required. A good knowledge of intergovernmental issues related to hazardous chemicals and wastes, as well as broad knowledge of environmental and health issues is desirable. Knowledge of Pool Party Thesaurus Management System, supported by certificates from the PoolParty academy is desirable. Language: For this consultancy, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
