Organizational Setting

The overall objective of the Revival of Balochistan Water Resources Programme (RBWRP) is to improve income and food security in selected river basins through sustainable and equitable management of water and rangeland resources. The following three purposes (further sub divided into results and tasks), will lead to the overall programme objective: “to contribute to the transition of agriculture and livestock farming systems in Balochistan (Pakistan) achieving lower water intensity and improving environmental and economic sustainability”. 1. Strengthen governance of water resources and rangelands; 2. Develop alternative agricultural and livestock farming systems based on low water agro-economy; 3. Water Efficient and Profitable Agricultural Value Chains; 4. To increase availability of qualified agro-technology cadres able to integrate and provide on-farm technical know-how and climate-relevant advice to farmers.

The position is at SB III level

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan and in close coordination with the Provincial International Program Coordinator in Quetta, the Liaison Associate of RBWRP will work under direct supervision of the Chief Foreign Aid (CFA) Planning and Development (P&D) Department, Government of Balochistan in close coordination with project team and project stakeholders, the incumbent will perform the following tasks and duties.

Technical Focus

The P&D Department will be supported by a small team of Project Coordination Unit (PCU) to be run from the department led by the CFA. The resource person in the capacity of Liaison Associate will facilitate the smooth interdepartmental coordination horizontally and between the Technical Working Committee (TWC) and Technical Working Group (TWG) members vertically. The PCU will facilitate the coordination with the PMU members, composed of the project international partners, the European Union (EU) and non-governmental entities as required ensure timely actions are taken for smoother coordination and operation of the project.

Tasks and responsibilities

• Assist the CFA in the daily communication with the EU and PMU partners of the RBWRP (Food and Agriculture Organisation, Landell Mills International and International Water Management Institute), including drafting letters, memorandums or notifications, this includes drafting letters and translations; • Consolidate reports and findings of the submitted documents including technical studies, surveys or researches for the approval of the TWC members, P&D Dep’t and others; • Take record of minutes of the main events such as periodic TWC, Project Steering Committee (PSC) or ad hoc meetings with partners as necessary; • Prepare the agenda for periodic meetings; • Assist in the preparation of presentations by P&D Dep’t as required; • Maintain professional archiving and record keeping; • Perform any other tasks requested by the CFA.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in Business administration, Commerce, natural sciences, social sciences etc. • Minimum 6 years of experience in coordination and liaison in the development sector, non-government and/or public sector. • Working knowledge (Level C) of English language both written and spoken. • National of Pakistan.

• Strong interpersonal skills to facilitate effective communication with internal and external stakeholders. • Ability to draft professional letters, memorandums, notifications, and other communication materials. • Experience in facilitating and documenting meetings, ensuring comprehensive agendas and accurate minutes. • Ability to understand and communicate technical information to diverse stakeholders • Ability to adapt to evolving project needs and take on ad hoc tasks as requested by the CFA. • Knowledge of United Nations and International Organizations’ administrative policies and procedures. • Excellent writing skills and strong Communication skills. • Excellent drafting skills and analytical mind • Demonstrated ability to conduct research • Demonstrated fluency in written and spoken English • Excellent interpersonal skills and to work in a team-oriented multi-cultural environment • Willingness to travel • Ability to work independently, with initiative and minimal supervision • Good knowledge of local languages of Balochistan will be an added value. • Good knowledge of common administrative and financial rules and regulations • Good knowledge of communication and documentation standards • Display initiative and take responsibility for achieving agreed outputs within set deadlines and closely follow-up until successful outputs are achieved. • Continue to seek new, innovative and improved methods and systems for accomplishing the work assigned. • Identify and recommend remedial measures to address problems in systems design or implementation
