Liaison Officer (Resource Mobilization)

You have:

• Advanced university degree in agriculture, social or political sciences, economics, public administration, international relations or a related field relevant to the work of the Organization.
• Seven years of relevant experience in development work and/or designing and managing projects, interacting with social partners and with governments, international organizations, research institutions, civil society and the private sector.
• Working knowledge (proficient – level C) of English and French.

Organizational Setting The FAO Liaison Office with European Union and Belgium in Brussels maintains relations and follows the work policy dialogue, information, exchanges, advocacy of a broad range of actors from the European Union Institutions such as the European Commission, the European Parliament, the Council of the European Union as well as the Belgian Federal and Regional Governments, the Organisation of African, Caribbean and Pacific States (OACPS), FAO's Member Representations and other Brussels-based stakeholders and partners such as NGOs and other UN agencies. FAO is committed to delivering agricultural and livelihood assistance in emergencies and working with communities to improve their food security and build resilience. In 2021, FAO reached more than 30 million people globally with emergency and resilience building activities and corporately commits to double these assistance levels by 2023. The position is located in the FAO Liaison Office with European Union and Belgium in Brussels, Belgium.

Reporting Lines The Liaison Officer (Resource Mobilization) reports to the Director of the Liaison Office and will work under the overall functional supervision of the Senior Emergency and Rehabilitation Officer, Office of Emergency and Resilience (OER), FAO Rome.

Technical Focus To strengthen FAO's positioning, partnership and resource mobilization with the relevant European Union Institutions, Belgian authorities as well as other relevant key actors, in support of FAO's emergency and resilience work worldwide. The successful candidate has expertise in European Union funding policies, rules and regulations; experience in processing and managing related grants; and excellent communication and relationship management skills.

Key Results • Strengthen FAO's donor engagement, advocacy and resource mobilization at capital level. • Contribute to substantial income growth to achieve FAO's corporate target of reaching 60 million people with emergency and resilience assistance annually by 2023. • Provide strategic policy and political analytical support to the Director LOB.

Key Functions • Drives FAO's positioning to attract policy support, resources, partnerships and innovative solutions to advance the Organization's emergencies and resilience work with partners to achieve Zero Hunger. • Advocates, and facilitates the mobilization of resources, for agriculture as a frontline humanitarian response and for longer-term efforts to build resilience against threats and crises. • Builds upon LOB's existing network of collaboration with governmental and organizational counterparts on emergencies and resilience to facilitate programme promotion; • Represents FAO in various government and private and/or civil society emergency and resilience fora; • Performs other duties as required.

Specific Functions • Identifies, develops and strengthens partnerships with European Union institutions in support of FAO's global emergency and resilience work (in particular with the following DGs: ECHO, INTPA, and NEAR, EEAS, the COHAFA as well as the EP and JRC). • Identifies, develops and strengthens partnerships with relevant Belgian authorities and other key actors, in support of FAO's global emergency and resilience work. • Contributes to strengthening the FAO/European Union strategic dialogue and cooperation to ensure full coherence of actions and planning, in particular in the field of emergency, humanitarian issues, migration and resilience. • Implements OER's Donor Engagement Plan closely with FAO headquarters, Liaison, Regional and Country Offices. • Advocates and raises awareness on the need for a greater prioritization of agriculture in frontline humanitarian response, including representing FAO in emergency and resilience fora, meetings, consultations and processes. • Works within LOB's existing communication and advocacy avenues to amplify FAO's comparative advantage and work. • Shares intelligence and identifies funding opportunities on new and traditional European Union funding agencies/initiatives. • Provides regular guidance and supports on grant-related issues to maximize resources raised, from advocacy to award negotiation and management. • Supports the timely processing of European Union grants to FAO's emergency and resilience programme, in line with donor and internal policies. • Leads negotiations relating to funding applications and proposals on behalf of Country/Regional Offices with relevant European Union counterparts, when needed. • Provides advice and makes recommendations to FAO/OER and LOB management to resolve challenging issues. • Engages with FAO headquarters, Country and Regional Offices to provide regular updates to the donor and support regular partner engagement. • Prepares and provides inputs for briefing documents for senior level management meetings with donors and other stakeholders, and contributes to strategic information/visibility products as needed. • Participates also in strategic meetings to deepen engagement with key actors on FAO's emergency and resilience work.

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is desirable. Expertise with European Union funding policies, regulations and processes. • Experience in conducting negotiations for contributions and partnership agreements in line with internal established policies and procedures and external regulations. • Experience in designing and managing resource mobilization processes and strategies, negotiating contract terms and providing related advice to senior management. • Strong writing, communication and analytical skills. • Ability to work well under pressure, negotiate diplomatically, and work independently and collaboratively to meet deadlines. • Excellent people skills and ability to work well in a multicultural and multidisciplinary work environment. • Extent and relevance of experience in a field relevant to the work of the Organization and development work and/or designing and managing projects, interacting with social partners and with governments, international organizations, research institutions, civil society and the private sector. • Depth of knowledge of FAO's programmes and priorities is considered a strong asset. • Extent and relevance of experience in policy development, policy coordination and project planning. • Experience in supporting senior management missions and in participating in key interagency and intergovernmental meetings.
