Liaison Officer (Emergencies and Resilience)

Overview

Support FAO's humanitarian and resilience efforts through data analysis and interagency collaboration.

You have:

• Advanced university degree in agriculture, social or political sciences, economics, public administration, international relations or a related field relevant to the work of the Organization.
• Three years of relevant experience in humanitarian policy and advocacy.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Organizational Setting The Liaison Office with the United Nations in Geneva (LOG) is responsible for the liaison with the Government of Switzerland, the country's civil society and the International Organizations based in Geneva. Considering the presence of a large number of international organizations, Members and non-governmental organizations, which provide a significant platform for engagement and partnership with key stakeholders, the Liaison Office i) promotes FAO's contribution to the 2030 Agenda through the FAO Strategic Framework 2022-31; ii) monitors and informs Geneva-based deliberations to strategically position the Organization in line with its mandate; iii) champions key thematic issues of importance to FAO, its Members and partners, leveraging key field work of the Organization. One of the key areas of work for FAO is the focus on humanitarian and resilience work and objectives; LOG plays a critical role in this domain, in coordination with the Office of Emergencies and Resilience (OER) and in support to Country Offices in food crises settings.

The position is located in LOG in Geneva, Switzerland.

Reporting Lines The Liaison Officer (Emergencies and Resilience) reports to the Senior Liaison Officer (Emergencies and Resilience), LOG, with functional reporting lines to the Emergency and Rehabilitation Officer/Head of the Strategic Positioning, OER, based at FAO headquarters in Rome, Italy.

Technical Focus The Liaison Officer (Emergencies and Resilience) will support the positioning of FAO as a key leader in humanitarian and resilience building efforts and facilitate stronger partnerships with relevant agencies and other actors, as well as strengthening FAO's engagement in interagency fora.

Key Results Collection, analysis and review of information, data and statistics, and project/meeting services to support programme products, projects, publications and services.

Key Functions • Collects, reviews/cross checks and/or analyses relevant agricultural, economic, trade, market, social, environmental, nutrition/food composition and/or gender related data, statistics and information to support delivery of programme projects, products, publications and services. • Undertakes analysis, provides technical input for plans and reports and edits/revises technical documents and/or publications. • Supports FAO's engagement in the Inter-Agency Standing Committee and related processes. • Follows, reports on and contributes to relevant interagency discussions, humanitarian resolution development, and related discussions relevant to FAO's humanitarian and resilience work, ensuring FAO management is fully aware of issues of concern and opportunities for engagement. • Supports the provision of technical and strategic inputs to key interagency and FAO products, processes and events (e.g. United Nations Secretary-General reports, Global Health Observatory, etc.). • Contributes to the drafting of FAO position papers and briefing notes on areas of key strategic priority for the Organization and the humanitarian sector.

Specific Functions • Drafts statements and provides inputs to support FAO's participation in intergovernmental and interagency meetings of the United Nations and the specialized agencies held in Geneva, takes notes at such meetings and provides support to the Senior Liaison Officer in reporting on their outcomes. • Liaises with Decentralized Officers, OER and other relevant Centres/Divisions/Offices to collect relevant technical inputs to inform intergovernmental humanitarian policy development in areas of relevance to FAO's mandate. • Contributes to the dissemination of FAO messaging on priority areas related to emergencies and resilience in appropriate fora to inform intergovernmental and interagency policymaking and decisions. • Provides relevant feedback and support to Decentralized Offices, in collaboration with OER and other Liaison Offices on key decision-making processes and opportunities. • Supports FAO's relationship with the Permanent Representations accredited to the organizations of the United Nations system in Geneva, assisting the Senior Liaison Officer (Emergencies and Resilience) in keeping them informed of FAO's work, activities and impact in emergencies and resilience, providing them with background documentation, analyses, etc. • Supports engagement with key partners – United Nations agencies, the International Federation of Red Cross and Red Crescent Societies(IFRC)/the International Committee of the Red Cross(ICRC), non-governmental organizations (NGO) consortia (e.g. the International Council of Voluntary Agencies (ICVA), the Steering Committee for Humanitarian Response (SCHR)), donor countries and private sector - to promote FAO's emergency and resilience programming as well as to raise awareness on food crises and agriculture key role in emergency response. • Supports FAO's engagement in Geneva-based coordination mechanisms related to emergencies and resilience such as the Inter Agency Standing Committee, the United Nations Office for Disaster Risk Reduction (UNDRR)- the World Meteorological Organization (WMO) Centre of Excellence, Geneva Peacebuilding Platform, Capacity for Disaster Reduction Initiative (CADRI). • Provides support to FAO senior management missions and participation in key interagency and intergovernmental meetings in Geneva; undertakes duty travels, if needed, also on short notice. • Supports the organization of briefings and relevant events (together with partners such as World Food Programme) on various topics relevant to FAO's work in emergencies and resilience.
