Org. Setting and Reporting The Office of the Special Envoy of the Secretary-General on Myanmar (OSESG-MYR) is the United Nations’ Special Political Mission established to implement the Secretary-General’s good offices to pursue his discussions relating to Myanmar, involving all relevant stakeholders, and to offer assistance to the Government of Myanmar.

This position is located in Nay Pyi Taw, Myanmar. Under the overall direction of the Special Envoy, the incumbent will report to the Head of Office at OSESG-MYR.

Responsibilities Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

•Gathers, selects and analyses information contained in communications and publications received from different sources, including the press. •Maintains up-to-date knowledge of events relating to political issues, in general, and in particular as they affect the countries and thematic mandates for which the staff member is responsible. •Keeps abreast of latest trends and developments in the area of assignment and provides inputs on issues to senior officials and colleagues in missions and elsewhere in the Secretariat. •Monitors local and national level political developments and provides advice to field mission/UN agencies active on the ground. •Provides technical and substantive back up in the implementation of mandates of the office. •Maintains close contacts with the government counterparts and non-government stakeholders on coordination and policy matters. •Prepares and supports meetings of the SESG including translation and note taking. •Performs other related duties as required.

•Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or related fields is required. A first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience in working on peace and security issues in Southeast Asia and on Myanmar specifically is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Burmese is required.

Assessment Qualified applicants may be assessed via a competency-based interview and/or other assessment methods.

Special Notice Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located. Candidates for this post must be Burmese nationals.

Appointment against this post is on a local basis; candidates shall be Burmese nationals and will be recruited in the country or within commuting distance of the SESG office. If no suitable local candidate is identified, Burmese nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to traveling and relocating to Nay Pyi Taw in the event of an employment offer.

Note to current staff members at the General Service level: Should a current General Service staff member be selected for this post, he/she would need to resign from his/her General Service appointment before receiving a new appointment at the National Officer level. Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7levels may count towards experience requirements.

This post is funded from extra-budgetary resources. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.
