Org. Setting and Reporting The position will lead the region’s Mobile Team based in the city of Valledupar, which is classified in the C category and is a family Duty Station. The incumbent will report to the Regional Head of Office, and will often be in remote locations without immediate supervision or communication with the Regional Office, and must therefore be able to make decisions independently by exercising professional judgment in line with the Mission's mandate. The Team Leader will work alongside civilian personnel and international observers, interacting with Government officials, former members of the Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo (FARC-EP), and representatives of local communities among others. The incumbent will lead and support the Mobile Team in its liaison, verification and reporting activities.

Responsibilities Within delegated authority, the Team Leader will be responsible for the following duties:

- Coordinates the work and activities of the Mobile Team, ensures implementation of the work plan, and supervises the work of UNV Field Officers and International Observers in the Mobile Team. - Engages, builds and maintains productive relationships with municipal and departmental authorities, civil society organizations, community groups, ethnic communities, religious organizations and non-governmental organizations in the context of the Mission´s verification mandate. - Collects and analyses information regarding the Mission´s mandate; produces regular analysis and reports. - Gathers, selects and analyses information contained in communications, publications and other sources on the perception of the UN Verification Mission and the peace process in general. - Maintains up-to-date knowledge of events relating to local and regional political issues in general, and specifically as they affect the mandate of the Mission. - Participates in fact-finding and other missions to areas where former FARC-EP members are concentrated, and to conflict-affected communities and surrounding municipalities. - Identifies problems and develops solutions. - Keeps abreast of latest trends and developments in the area of assignment and provides inputs on issues to senior colleagues in the Mission. - Supports his/her supervisor in the preparation of inputs for reports and other sensitive and confidential communications to Mission headquarters. - Performs other related duties as required.

Education Advanced university degree (Master's degree or equivalent) in social sciences, political science, international relations, or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

In the absence of an assigned driver and given that teams in local sites are small, a driving license is required for the position advertised.

Work Experience A minimum of five years of progressively responsible experience in political science, political affairs, international relations, law, mediation, conflict resolution, or related area is required. Experience in Latin American issues is desirable. Specific knowledge of the Colombia peace process is desirable. A minimum of one year's working experience in a special political or peacekeeping mission, or any other related international organization, in a conflict/post-conflict context is desirable. A minimum of one year's working experience providing political reporting and analysis to a variety of audiences is desirable. Experience managing small work-related teams is required.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish (both oral and written) and English (both oral and written) is required.
