Org. Setting and Reporting This position is located in the United Nations Verification Mission in Colombia (UNVMC), to serve in Cali. The Liaison Officer -Head of Office- will report to Chief of Staff and to the Director of Verification in Bogotá, which fall under the Special-Representative of the Secretary-General. The incumbent is the Mission's most senior representative in his/her geographical area of responsibility and will assume overall responsibility for administering the Regional Office as well as for managing field teams under the authority of the Regional Office, in line with the mandate and strategic guidance provided by Mission headquarters. The Liaison Officer -Head of Office- represents the Mission and is responsible for engaging all relevant governmental and non-governmental actors, as well as the UN system, in the department(s) covered, regarding the Mission´s mandate and activities.

Responsibilities In line with the Mission´s mandate and strategic guidance provided by Mission headquarters; the Liaison Officer -Head of Office- will be responsible for performing the following duties:

•Provides information and analysis for the Mission, on issues associated with the Colombian peace process and a Final Peace Agreement.

•Assesses implications and makes recommendations to senior management on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives and UN principles and values; monitors, and reports on outcomes.

•Consults and cooperates with partners to develop strategies and plans of action to address peace related challenges, in pursuit of shared objectives;

•Supports preparations for official meetings, events and visits, to the area of responsibility, including through the provision of Secretariat services and by drafting talking points and speeches for senior UN officials;

•Planning, Coordination and Facilitation: Develops and maintains productive effective working relations with the UN Common System colleagues and counterparts, Government representatives, civil society actors, military and law enforcement actors, academic and research institutions, and other national and international partners on coordination and policy matters.

•Participates in fact-finding and other missions;

•Provides support to the work of the substantive component of the mission and contributes to a shared understanding of the Mission environment, mandate and operations amongst Mission actors, and relevant national and international stakeholders.

•Supervises, monitors and encourages the work of officers under his/her responsibility in undertaking the full range of their duties. Contributes to overall mission monitoring and planning as required.

Provides strategic direction and guidance to the substantive activities of the Mission within the Regional Office´s area of responsibility

Ensures that the Regional Office functions in a coordinated, coherent and effective manner across all areas of activity and responsibility; Formulates a work plan for the Regional Office and the field teams (local level) falling under the responsibility of the Regional Office

•Interacts closely with Mission personnel at national Headquarters in preparing summary and analytical documents, including situation reports, background notes, talking points, options papers, code cables and input for reports of the Secretary-General, and other sensitive and confidential official communications to UNHQ.

Carries out other duties as assigned.

Education An advanced university degree (Master’s degree or equivalent) in social sciences, political science, international relations, public administration, anthropology, law, economics or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in political science, international relations, law, disarmament, security, conflict resolution or related area, is required.

Experience in political outreach, analysis, advice, and reporting is required.

Experience serving in a field office in the UN common system or other international organizational office, in a country in political transition, is required.

Experience drafting analytical reports and documents on sensitive and high profile matters relevant to the Mission’s mandate including briefing notes, background documents, talking points, speeches, and other correspondence for senior UN officials, reports of the Secretary-General, or similar reports is desirable.

Experience working in Latin America and in Colombia in a conflict, post-conflict or complex setting is desirable.

A minimum of two-years’ experience of management and/or coordination of staff is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Spanish (both oral and written) is required. Knowledge of other UN languages is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Appointment or assignment against this position is for an initial period of one year. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
