Org. Setting and Reporting

This position is located in the Front Office, Office of Military Affairs (OMA) within the Department of Peace Operations DPO, and the incumbent reports to the Chief of Staff. The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions

Responsibilities

The Liaison Officer will serve as the focal point in all aspects of strengthening and improving the liaison, functional and managerial capacities of the Office of Military Affairs (OMA) under the Peace and Security Architecture Reform in accordance with the SG report A/72/2017. The incumbent will perform the following main responsibilities: • Acts as liaison and facilitate collaboration with other United Nations Offices, Programmes, Specialised Agencies and other humanitarian organisations, Regional Organizations, non-governmental organisations, and Member States on issues relevant to activities of Office of Military Affairs. • Prepares briefing notes, talking points and responds to inquiries about the Office's processes coming from Member States and troop contributing countries and any other UN and non-UN partners. • Drafts and edit policies, publications and written documents relevant to the interface between the Office of Military Affairs and other UN entities and provide advice to publications being produced by the Office. • Provides substantive support to the Office of Military Affairs (OMA) on efforts and progress in strengthening and restructuring of the Office in accordance with the Peace and Security Reform. • Formulates and implement a detailed plan to disseminate and collect information, in particular information regarding current and future activities and/or initiatives of the Office. • Monitors and analyzes programme/project development and implementation under extra budgetary funding, reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties and donors; ensures follow-up actions. • Certifies financial activities in UMOJA related with the OMA programme/project activities under the new DoA. • Coordinates draft responses to audit observations, responses and management letters and provide reporting information for submission to UN oversight and legislative bodies on OMA and the Military Component of Peace and political operations. • Attends relevant meetings to disseminate information concerning activities related to policy and administrative issues and collects information of the interest to the Office. • Consults with various elements of the Office of Military Affairs to consolidate information regarding current developments and future plans. • Coordinates with Administrative Team for preparations of relevant budgetary documents pertaining to the Strategic Framework, Results Based Budget framework and performance reports, as required. • Coordinates with Administrative Team for preparations of relevant human resources activities related to the recruitment of seconded personnel, as required. • Performed other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in social sciences, political science, international relations, public administration, law, economics, or related area. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of relevant, progressively responsible professional experience in liaison, planning, evaluation, programme management or policy development or related area is required. Experience in briefing Senior Leaders in matters related to legislative bodies, and other representatives and budgetary committees of the General Assembly, including ACABQ and Fifth Committee negotiations regarding organizational issues is required. Experience liaising with Permanent Missions and donors for extra budgetary proposals related to different projects in the field for the military component is required. Experience in preparing written outputs including background papers, analytical notes, reports etc. is desirable. Experience in an international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
