  • A minimum of seven (7) years of progressively responsible experience in political affairs, diplomacy, conflict resolution, mediation or related area is required.
  • Extensive experience in political outreach, facilitation, analysis, advice and reporting is required.
  • Experience in multilateral diplomacy and peace processes is required.
  • Experience on Latin American issues is required.
  • Experience in the Colombian peace process is desirable.
  • Fluency in English and Spanish is required; knowledge of French is an asset.

Contract

This is a P-4 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 7 years of experience, depending on education.

Salary

The salary for this job should be between 140,913 USD and 181,678 USD.

Org. Setting and Reporting

This position is located in the United Nations Verification Mission in Colombia (UNVMC) headquarters in Bogotá. The Liaison Officer will report directly to the Head of the Political Unit of UNVMC.

Responsibilities

Within delegated authority, the Liaison Officer will be responsible for the following duties:

-Plans and implements the operational activities related to the work of the Mission regarding peacekeeping, conflict prevention, mediation matters, post-conflict rehabilitation and political and governance institution-building; incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity and a gender and ethnic perspective into the policy, planning and operational activities; -Leads and directs a work team; plans and allocates work assignments; coaches and mentors and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs; -Provides information and analysis to Mission leadership and prepares draft reports for the UN Secretariat and the Security Council on issues related to the Mission’s mandate, the Colombia Peace process; -Assesses implications and makes recommendations to senior management on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives; -Consults and cooperates with partners to develop strategies and plans of action to address peace related challenges, in pursuit of shared objectives; -Interacts closely with mission staff at national and regional Headquarters in preparing summary and analytical documents, including situation reports, background notes, talking points, option’s papers, and code cables; -Provides support to the work of the substantive sections of the mission and contributes to a shared understanding of the Mission environment, mandate and operations amongst Mission actors, and relevant national and international stakeholders; -Supports preparations for official meetings, events and visits, including through the provision of secretariat services, drafting talking points and speeches for the SRSG and other senior Mission officials; -Develops and maintains relations with senior government officials and advises them on issues and policies of mutual concern. -Supervises and monitors the work of officers under his/her responsibility in undertaking the full range of their duties; -Carries out other duties as assigned.
