The International Organization for Migration has been present in Morocco continuously since the beginning of the 2000s. Morocco has been a member state of the organization since 1998 and a Headquarters Agreement was signed in July 2006 allowing the opening of IOM's diplomatic representation in January 2007 in Rabat. IOM is dedicated to promoting humane and orderly migration for the benefit of all, through the provision of services and advice to governments and migrants.

Within the delegated authority and under the supervision of the IOM Chief of Mission or his/her designated mandated representative(s), the UN Volunteer will: • Contribute to the migration policy-development process for the country through close liaison with the government counterparts and other relevant stakeholders, dissemination of IOM policies and positions, promotion of the Global Compact for Safe, Orderly and Regular Migration (GCM), the migration related Sustainable Development Goals (SDGs) in the 2030 Agenda for Sustainable Development; • Assist the IOM Chief of Mission and the relevant mission colleagues on inter-agency coordination, support and ensure active rollout and implementation of National UN Networks to establish IOM’s strong leadership role in the area of migration and development, in coordination with the Resident Coordinator’s Office and partner agencies; • Provide migration policy support to and develop the capacity of States and other relevant stakeholders including the promotion and rollout of migration governance trainings for IOM staff, UN Country Team (UNCT) as well as government officials and key actors; • Support mainstreaming of migration policy and governance issues in the national development plan IOM projects and in the work of UNCT, including the Common Country Analysis (CCA) and the UN Sustainable Development Cooperation Framework (UNSDCF); • Liaise with the IOM Regional Office, and Regional UN Network on Migration, Issue Based Coalition on Migration, Task Force on COVID-19 and Migration/Mobility and other regional coordination mechanisms, ensuring regional migration governance initiatives are rolled out at national level; • National level outreach on the International Migration Review Forum (IMRF) including the support for participation into global process, to the preparation of the GCM Voluntary National Reviews (VNRs) and promotion of whole-of-government and whole-of-society approaches throughout the GCM implementation, follow-up, and review process; • Contribute to global process, in support of the Member State, with regards to Inter-State Consultation Mechanisms, the Global Forum on Migration and Development, SDG Voluntary National Reviews, and assisting the government to actively contribute further in this regard; • Perform any other duties that may be assigned.

Professionalism: demonstrated understanding of operations relevant to IOM; technical capabilities or knowledge relevant or transferrable to IOM procedures and rules; discretion, political sensitivity, diplomacy and tact to deal with clients; ability to apply good judgement; ability to liaise and coordinate with a range of different actors, especially in senior positions; where appropriate, high degree of autonomy, personal initiative and ability to take ownership; resourcefulness and willingness to accept wide responsibilities and ability to work independently under established procedures; ability to manage information objectively, accurately and confidentially; responsive and client-oriented; • Integrity: demonstrate the values and ethical standards of the UN and IOM in daily activities and behaviours while acting without consideration of personal gains; resist undue political pressure in decision-making; stand by decisions that are in the organization’s interest even if they are unpopular; take prompt action in cases of unprofessional or unethical behaviour; does not abuse power or authority; • Teamwork and respect for diversity: ability to operate effectively across organizational boundaries. • Commitment to continuous learning: initiative and willingness to learn new skills and stay abreast of new developments in area of expertise; ability to adapt to changes in work environment. • Planning and organizing: effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner • Communication: proven interpersonal skills; good spoken and written communication skills, • Flexibility: adaptability and ability to live and work in potentially hazardous and remote conditions. • Genuine commitment towards the principles of voluntary engagement.

At least three years of professional work experience at the national and/or international level in policy development and analysis, international relations, international development, or other relevant programmes; experience in migration and/or in the MENA region is an asset, as is experience working in the UN or other international development or non-profit organization; • Experience in policy, coordination and external relations is required; • Experience in working with government stakeholders, the UN system, international organization, and civil society organization is desired.

The duty station will be Rabat, which is a family duty station with a wide range of services (health, education and leisure) and good living conditions. Located on the Atlantic Ocean, Rabat is the capital of Morocco. It welcomes a large part of the country's expat community, offering a peaceful environment mixing modernity and historical heritage. Majestic, discreet, and elegant, the peaceful capital of Rabat is connected to the city of Salé by a bridge. It is the third-largest city in Morocco with a population nearing 2,000,000. It is also a coastal city located in the central-western part of Morocco, around 90 km north of Casablanca. Rabat is the main political and administrative center of the country, and here you can find the royal palace, government buildings, embassies, and headquarters of national and international organizations Rabat is an ideal place for expats wishing a vibrant cultural life. The city indeed organizes international festivals and is also home to foreign cultural institutions. Education is also a seductive asset of the capital.
