UN-Habitat Yemen Programme is recruiting a Legal Training Expert on Housing, Land and Property Rights to support implementation of this project with focus on leading capacity building efforts, as well as other key activities of UN-Habitat Yemen Programme.

Within the delegated authority and under the supervision of Head of Country Programme of Yemen or his/her designated mandated representative(s), the UN Volunteer Legal Training Expert on Housing, Land and Property Rights will be responsible for the following duties: 1. Lead capacity building efforts - Conduct capacity assessment of target groups and develop capacity building plan accordingly. - Develop training manuals for capacity building efforts, based on target groups and organizational strategic direction. - Map stakeholders and decision-making entities for capacity building efforts. - Develop and lead capacity building implementation plan including necessary adjustments and consolidation based on lessons learned. - Lead implementation of capacity building efforts including logistics, based on agreed implementation plan. - Assist Legal Team in reviewing legal files (legal case management) and HLP claims, when needed. - Advise on legal matters related to HLP, when needed. - Provide policy, strategy, programme and substantive legal advice and inputs to the project plans and activities.

  1. Stakeholder engagement & advocacy

- Maintain regular communication and develop relationships with stakeholders and capacity building participating entities including government counterparts, NGO/CSO implementing partners, contractors, relevant UN agencies and beneficiaries. - Organize consultation meetings with key stakeholders at national, governorate and district level on HLP-related issues as required. - Attend meetings with community leaders, events and participate in groups and committees as needed. - Undertake advocacy initiatives on HLP issues based on capacity building, women-network and Legal Alliance efforts.

  1. Provision of support to the project operations and management

- Support the development of strategic initiatives by providing lessons learned from capacity building project component. - Contribute to adjustment and consolidation of overall project implementation plan.

  1. Monitoring and Reporting

- Draft and develop training reports, and other relevant materials. - Conduct regular lessons learned ensuring adjusted capacity building content and contributing to strategic organizational decision-making. - Support research on HLP legal framework and situational HLP analysis. - Provide editorial and formatting work for reports. - Perform other duties as assigned by Head of UN-Habitat Yemen Programme.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

  1. Results/Expected Outputs:

As an active team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UN-Habitat and its beneficiaries in the accomplishment of her/his functions, including:

• Weekly activity reports. • Monthly reports; and • Other reports as requested. • A final statement of achievements towards volunteerism for development during the assignment, • such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

• in leading capacity building efforts working with in complex setting with a diverse range of stakeholders. • relevant experience after receipt of the required academic qualification in the relevant field to coordination, administration and projects management. • Demonstrated experience in conducting legal research and writing reports and assessments, preferably on HLP rights is required. • Proficiency in computer skills and word processing, spreadsheet, Microsoft access and other applications is required. • Experience in establishing and maintaining inter-relationships with counterparts and organizations is desirable. • Good interpersonal, networking and communication skills is desirable. • Willingness to contribute and work as part of a team is desirable. • Excellent command of English and Arabic, both oral and written, is required.

UN personnel in Yemen operate in a volatile security environment. In Aden, personnel work in secured compound with limited access outside of the city, which usually can only be done with stringent clearances and depending on the destination, a military escort. Aden is a non-family duty station and is classified as security risk moderate. UN personnel in Aden live in Minimum Operational Security Standards (MOSS) compliant residences outside of the UN compound.
