Overview

The position is assigned within the Office of the General Counsel (OGC). OGC is responsible for providing legal and policy advice to ADB’s Board of Directors, its Management and client departments on operational and administrative matters and advises on methods to limit ADB’s risk exposure appropriately. It prepares or reviews documents that create and define the legal rights or obligations of ADB, including financing and investment contracts.

Job Purpose

The Legal Operations Administrator (Knowledge and Information Management) will provide technical and analytical support in the development, management and administration of OGC’s legal knowledge, information and related systems by undertaking a range of specialized duties. The incumbent will report to designated International Staff.

Responsibilities

• Provides support to OGC’s Knowledge Management and Action Committee to develop and implement a more systematic approach to information and knowledge management practices across OGC teams;

• Builds and maintains (together with other OGC staff) OGC team’s knowledge resources, including the digitization and update of the Annotated Guide to the ADB Charter;

• Assists in formulating and implementing knowledge resource improvements, including evaluating the use of new technology; increases OGC staff’s awareness of the available tools and resources, identifying and promoting best practices and lessons learned across OGC teams, and promoting greater buy-in to knowledge collection and curation efforts;

• Monitors and evaluates the usage and effectiveness of OGC’s knowledge management tools and systems;

• Acts as a technical lead for OGC’s document management system, iManage, and oversees and monitors the iManage platform’s use and effectiveness;

• Manages OGC’s legacy files, and facilitates digitization of OGC materials and hard-copy files;

• Performs desk-side training and support for new and existing staff on OGC’s knowledge and information systems;

• Assists in developing OGC’s SharePoint-based intranet pages into a fit-for-purpose tool for organizing and sharing core OGC information, such as the development of a central information portal;

• Liaises with other departments that deal with information management, such as ITD and the law library, and represents OGC in discussions, meetings and working groups on knowledge-related matters across ADB;

• Contributes to special projects in support of OGC operations.

• Performs other duties that may be assigned and reflected in the incumbent's work plan.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
