WFP is working to save lives and change lives, equally for both strains of work, tasks related to understanding the legal frameworks for designing assistance is required. Moreover, for designing changing lives programming with a view of ensuring sustainability and synergy with = Government programmes, legal expertise is required. WFP is for example working with the Government on Shock responsive programmes and in being able to hand over the Food card as a tool for the Government. To facilitate an enabling environment, WFP is seeking a legal officer (consultant), who can identify opportunities for new legislation related to WFP’s programme activities, support the formulation of legislative documents and agreements to ensure that shock responsive tools and coordination mechanisms are in place. Equally legal support is required to identify legal acts that can support strengthening food systems in Armenia, for example engage in formulation of legal acts with partners and Government that supports the enabling environment, this can be revised taxation for the circular economy activities in schools for supporting school feeding or legislation that support a green economy for instance. Additionally, the legal consultant is requested to support formulation of legal frameworks to support nationalization of school feeding and the expansion of school feeding through different models and private-public sector partnerships in Yerevan. The legal consultant will work with the programme team in the Country Office as well as with partners and the relevant Government authorities related to WFP’s programmatic portfolio.

How can you make a difference?

  • Identify opportunities for legislative acts within WFP Armenia’s programme activities and strategic outcomes that can support the nationalization of activities and portfolio’s;
  • Engage with partners such as Agrarian University and Ministry of Economy in identifying legal impediments and opportunities to strengthen the national food systems and in greening the food value systems approach;
  • Contribute to the development of the draft legal frameworks for the nationalization of the food card and for shock responsive protocols and potential revision to the food bank protocols;
  • Contribute to the preparation of legal agreements related to emergency support and standard operating procedures for coordination;
  • Identify opportunities and provide legal support for the enabling environment for urban school feeding models for example related to private and public partnerships;
  • Provide technical support in drafting new agreements to support enhanced social behavior change related to all programme activities;
  • Coordinate all legal activities with the legal team in HQ; Assist in providing legal advice and interpretations and reviewing administrative decisions, including to enabling services.

Education: Advanced University degree in Law, or First University degree in Law with additional relevant experience and training in private, commercial or public Law. Must be qualified to practice or admitted to practice by a recognized national or state bar or law society.

Experience: At least 3 years of professional progressively responsible experience in law, provision of legal services and drafting legal documents: government decrees, amendments, etc.; previous experience in working on legal components in children’s projects; input in policy discussions activities for an NGO, government institution, UN Agency would be an asset.

Knowledge & Skills: Strong research and analytical skills; knowledge of, and ability to apply, legal principles, concepts, procedures and terminology for review, examination and processing of a range of legal documents, knowledge of various legal research sources, techniques and ability to interpret and apply legislative instruments and draft legal papers, excellent interpersonal skills and ability to work in a team; ability to plan and organize work with minimum supervision; ability to meet tight deadlines. General knowledge of UN system policies, rules, regulations and procedures is desirable.

Languages: Fluency (level C) in English and Armenian languages. Working knowledge (level B) of Russian language is desired.
