THE ROLE AND ORGANIZATIONAL CONTEXT
This P1-level post is located in the Contractual and Constitutional Law branch of the WFP Legal Office (LEGC) and is based at WFP's Headquarters in Rome, Italy.
The post will primarily focus on matters coming within the purview of LEGC, and more specifically those relating to:
- Agreements with external parties, such as public and private sector donors, other UN agencies and international organizations, international financial institutions, NGOs, and service providers;
- Legal aspects of the governance of WFP and the interpretation of WFP's institutional legal framework, such as WFP General Regulations, General Rules, Financial Regulations and Financial Rules and other administrative issuances; and
- International law, including WFP's institutional privileges and immunities and humanitarian law.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the supervision and direction of more senior Legal Officers, the P1 Legal Officer will be responsible for the following duties:
- Undertake legal research and analysis.
- Assist more senior Legal Officers in handling a range of multi-disciplinary legal matters including interpretation and application of various legal instruments in the aforementioned areas of concentration to facilitate the provision of quality legal services.
- Assist in the review legal documents, identify and analyze issues, presenting findings for internal review.
- Assist in preparation of legal opinions or advice and background papers, studies, memoranda, reports and other legal documents to contribute to coherence and quality of legal documents.
- Contribute to the preparation of agreements and contracts including participation in negotiation and settlement of claims and disputes to meet unique client needs with public and private sector entities.
- Assist in the identification of potential liabilities, particularly vis-a-vis other parties.
- Assist in the preparation and assessment of briefs of evidence to contribute to legal analysis and solutions.
- Assist in negotiations and settlement of claims and disputes with public and private entities.
- Assist more senior Legal Officers in servicing committees, task forces, expert working groups and other bodies with legal advice and preparation/review of legal documents to contribute to the formulation of WFP's position.
- Endeavour to build own capacity, develop legal skills and gain organizational insight, leveraging on mentorship and training opportunities.
- Provide guidance/advice to support staff, identifying skills gaps and promoting growth and capacity-building on their behalf.

MINIMUM QUALIFICATIONS & EXPERIENCE
EDUCATION:
- Advanced University degree in Law, or First University degree in Law with additional relevant experience and training in private, commercial, or public Law.
- Must be qualified to practice or admitted to practice by a recognized national or state bar or law society, or have equivalent experience of professional legal practice.
EXPERIENCE:
- A minimum of one year of relevant experience in law and provision of legal advice.
LANGUAGES:
- Fluency (level C) in English language
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language). Fluency (level C) in French or Spanish is highly desirable.

- Knowledge of, and ability to apply, legal principles, legislative instruments, concepts and procedures and terminology for review, examination, and processing of a range of legal documents.
- Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues.
- Knowledge of public international law, in particular privileges and immunities of international organizations.
- Good drafting and communication skills.
- Adaptability and ability to work on a wide range of legal issues.
- Willingness to learn, incorporate feedback on performance and work under the direction of more senior colleagues.
- Tact and a high degree of discretion.
- General knowledge of UN system policies, rules, regulations and procedures is a plus.

TERMS AND CONDITIONS
- This is an International Professional position (non-rotational) and is open to all nationalities.
- Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as "non-rotational" which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
- WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
- The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
