Org. Setting and Reporting This temporary position is located in Specialized Technical Expertise and Research Branch of the Assessment & Technical Assistance Office, Counter-Terrorism Committee Executive Directorate (CTED). It is available from 1 September 2021 – 30 August 2022. The incumbent reports directly to the senior legal officer of the cluster on human rights issues in the context of counter-terrorism and countering violent extremism and resolution 1624 (2005).

Responsibilities For this position, the Legal Officer: -Analyzes the status of implementation by Member States of UN Security Council resolutions 1373 (2001), 1624 (2005), 2178 (2014), 2242 (2015), 2331 (2016), 2354 (2017), 2395 (2017) and 2396 (2017) with respect to assigned Member States concerning the global fight against terrorism, as well as requirements in the resolutions to include gender-sensitive approaches in relation to counter-terrorism and countering violenet extremism measures. -Prepares analysis of country/regional specific new terrorism trends and challenges and recommend corresponding actions to address those issues; -Identifies, through the Committee assessment and stocktaking tools, the legal and practical/operational implementation issues where evaluated States require technical assistance and ensure that technical assistance providers/donors provide follow-up assistance; -Prepares assessments and recommendations on gender thematic issues pertaining to Member States' counter-terrorism capacities, in accordance with UN Security Council resolutions 2242 (2015); -Participates in Counter-Terrorism Committee (CTC) visits to Member States to assess and report on their compliance with relevant Security Council resolutions and international instruments on counter-terrorism, and make recommendations on subsequent follow-up actions to be taken; - Liaises with Member States, UN entites, international and regional organizations on any technical and other assistance programmes available that could facilitate implementation of relevant resolutions; -Represents CTED, as requested, at international or regional conferences or meetings to which the Executive Director has been invited and represent CTED in coordinating meetings with UN counter-terrorism entities; -Takes the lead in mainstreaming gender throughout CTED's activities, as a crosscutting issue, including in country-specific assessments and reports, recommendations made to Member States related to the legislation, criminal justice, terrorism financing, border controls and the facilitation of technical assistance delivery to Member States, and briefings to the Council; -Assists the CTC to incorporate gender dimensions into its mandate and act as a focal point for relevant UN partner offices, as well as external partners; -Leads gender-sensitive research and data collection on the drivers of radicalization for women and provide the necessary gender expertise to fulfil CTED's mandate in close cooperation with CTED's thematic experts on human rights and countering violent extremism; -Ensures participation and leadership of women and women's organizations in CTED's activities in order to facilitate Member States' development of strategies to counter terrorism and violent extremism that can be conducive to terrorism, including through countering incitement to commit terrorist acts; -Prepares proposals and policy guidance on gender mainstreaming and review and monitor gender dimensions in the regions most affected by terrorism, based on relevant information and analysis, including from UN and external partners; -Provides advice on diverse substantive and procedural questions of considerable complexity, particularly as it relates to counter-terrorism; -Provides draft recommendations for the Committee's consideration that focus on more effective and detailed implementation of relevant Security Council resolutions and international legal instruments on counter-terrorism; etc.; -Performs extensive legal/political research and analysis and prepares opinions, studies, briefs, reports, correspondence; -Services Counter-Terrorism Committee and its special meetings as required, including preparation of background materials, summaries of issues and views of delegations, meeting reports, etc.; -Serves as Vice Chair on the working group of the UN Global Counter-Terrorism Coordination Compact on adopting a gender sensitive approach to preventing and countering terroirsm; -Promotes the work of the United Nations and represents the organization at meetings, conferences, seminars, etc.; -Coordinates and directs teams of other legal and political affairs officers dealing with gender aspects of CTED mandate as required, and/or mentors the work of junior officers on specific projects; and -Performs other duties as assigned.

Competencies Professionalism: Knowledge of international legal procedures and instruments, including criminal and counter-terrorism law. Ability to apply legal/political expertise to analyzing a diverse range of complex issues and problems and in developing innovative and creative solutions in dealing with complex legal, counter-terrorism and gender related problems. Education Advanced university degree (Master's degree or equivalent) in law, international law, international relations, political science or related field. A first-level degree (Bachelor's or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in law, international law, criminal justice, political analysis, research or related field is required. Experience in the field of gender policy analysis and mainstreaming is desirable. Experience related to gender issues in the context of counter-terrorism is desirable.

Languages English and French are the working languages of the UN Secretariat. For the position advertised fluency in English, is required. Knowledge of another UN official language is an advantage.
