Org. Setting and Reporting This temporary position is located in Specialized Technical Expertise and Research Branch of the Assessment & Technical Assistance Office, Counter-Terrorism Committee Executive Directorate (CTED). The incumbent reports directly to the Chief of Branch.

Responsibilities -Analyzes the status of implementation by Member States of UN Security Council resolutions 1373 (2001), 1624 (2005), 2178 (2014), 2322 (2016) and 2354 (2017) concerning the global fight against terrorism, in particular the prevention of use of ICT for terrorist purposes; -Prepares and drafts reports on States evaluated and propose recommendations and solutions to the difficulties observed in complying with relevant Security Council resolutions; -Identifies, through the Committee assessment and stocktaking tools, the legal and practical/operational implementation issues where evaluated States require technical assistance and ensure that technical assistance providers/donors provide follow-up assistance; -Prepares analysis of country/regional specific new trends and challenges and recommend corresponding actions to the CTC to address those issues; -Prepare talking points and speeches for CTED senior management and other UN officials on counter-terrorism issues; -Participates in CTC visits to Member States to report on their compliance with relevant resolutions and make recommendations on subsequent follow-up actions to be taken; -Clarifies and disseminates international standards, codes and good practices to be applied by Member States; -Liaises with Member States, UN entities, international and regional organizations on any technical and other assistance programmes available that could facilitate implementation of relevant resolutions; -Assists in designing initiatives and activities to bring together senior practitioners on implementing various aspects of resolutions 1373 (2001), 1624 (2005), 2178 (2014), 2322 (2016) and 2354 (2017); -Prepares regional and thematic presentations to the CTC and/or for the general membership; -Represents CTED, as requested, at international or regional conferences or meetings to which the Executive Director has been invited and represent CTED in coordinating meetings with UN entities dealing with counter-terrorism; -Provides legal advice on diverse substantive and procedural questions of considerable complexity, particularly as it relates to counter-terrorism, including criminal investigation, prosecution and adjudication of counter-terrorism cases; -Provides draft recommendations for the Committee's consideration that focus on more effective and detailed implementation of relevant Security Council resolutions and international legal instruments on counter-terrorism; etc.; -Performs extensive legal research and analysis and prepares legal opinions, studies, briefs, reports and correspondence; -Services Counter-Terrorism Committee and its special meetings as required, including preparation of background materials, summaries of issues and views of delegations, meeting reports, etc.; -Reviews, advises on and drafts complex agreements, institutional and operational modalities and other legal documents; develops new legal modalities to meet unique needs/circumstances; -Serves on various ad hoc working groups and task forces, as required; -Promotes the work of the United Nations and represents the organization at meetings, conferences, seminars, etc.; -Engages with ICT entities and other stakeholders to promote public-private partnership in preventing the use of ICT for terrorist purposes; -Coordinates and directs teams of other legal officers dealing with ICT aspects of CTED mandate as required, and/or mentors the work of junior officers on specific projects; and -Performs other duties as assigned.

Competencies Professionalism: Knowledge of international counter-terrorism instruments, including criminal and counter-terrorism law. Ability to apply expertise to analyzing a diverse range of complex and unusual legal and political issues and problems and in developing innovative and creative solutions in dealing with complex counter-terrorism problems. Strong analytical skills and ability to conduct comprehensive legal and political research on a range of issues, including those of a unique and/or complex nature; proficiency in writing and expression and ability to prepare briefs, opinions, and a variety of documents. Discretion and sound judgment. Strong negotiating skills and ability to influence others to reach agreement. Ability to work to tight deadlines and handle multiple concurrent projects/cases. Knowledge of contemporary international relations and of UN system, organization and interrelationships. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education Advanced university degree (Master’s degree or equivalent) in law, security, political science or other related field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree

Work Experience A minimum of seven years of progressively responsible experience in law, national security, law enforcement, criminal justice, conflict resolution, research and analysis or related area is required Experience related to ICT in the context of counter-terrorism is desirable.

Languages English and French are the working languages of the UN Secretariat. For the position advertised fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage
