Org. Setting and Reporting This position is located within Secretariat to the Independent International Commission of Inquiry on the Syrian Arab Republic, Field Office Technical Cooperation Division of the Office of the High Commissioner for Human Rights (OHCHR) and the incumbent reports to the Legal Adviser of the Commission under the overall supervision of the Coordinator of the Secretariat.

Responsibilities Within delegated authority, the Legal Officer may be responsible for the following duties: Handles a range of issues related to international human rights, humanitarian, and criminal (substantive, procedural and comparative) law, under the overall direction of the Coordinator of the Secretariat, and under the direct supervision of the P4 Legal Officer. Assists in the management of Requests for Assistance including the preparation of responses to national and international organisations. Conducts extensive legal research and analysis and prepares or assists in the preparation of studies, comparative studies, briefs, background papers, reports and correspondence, etc. Undertakes basic or extensive review and assessment of evidence, legal documents, instruments, or other material; identifies important issues, similarities, and inconsistencies, etc. Prepares or assists in the preparation of drafts of briefs, background papers, studies, reports, legislative texts and commentaries on those texts, teaching materials in the field of international human rights, humanitarian, and criminal law. Prepares or assists in the preparation of legal opinions/advice on a wide range of issues, including the United Nations Charter and General Assembly resolutions and decisions. Prepares or assists in the preparation of agreements, memoranda of understanding and contracts with governments, NGOs and other public and private entities, as well as in the negotiation and settlement of claims and disputes. Reviews, advises on and drafts legal guidance. Services or assists senior colleagues in servicing conferences, task forces, and other bodies, including preparation of background materials, summaries of issues and meeting reports. Assists in representing the Commission before external audiences. Prepares or assists with the preparation of seminars, workshops and symposia, and lectures on various issues. Provides guidance to more junior staff. Performs other duties as assigned.

Competencies PROFESSIONALISM: Knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents. Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Knowledge of the civil law and/or common law legal systems and principles. Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. Ability to draft legal papers and work under pressure. Ability to apply good legal judgment in the context of assignments given. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master's degree or equivalent degree) in international law is required. An advanced university degree specializing in international human rights or international humanitarian law is desirable. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in law, including legal analysis, research and writing, is required. Prior work experience in international human rights and humanitarian law, is desirable. Prior experience working on requests for assistance is desirable. Prior experience drafting and/or negotiating cooperation agreements or memoranda of understanding is desirable. Experience conducting or advising field-based human rights investigations during situations of armed conflict is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice - This position is temporarily available until 31 March 2022. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
