Org. Setting and Reporting This position is located in the Transboundary Cooperation Section of the Environment Division of the Economic Commission for Europe (ECE), Geneva. The incumbent reports to the manager of the Water Unit and Secretary to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention).

UNECE Environment Division contributes to the overall objectives and mandate of UNECE as a multilateral platform facilitating greater economic integration and cooperation among its member States, and to the broad aim of the Environment subprogramme to safeguard the environment and human health, and to promote sustainable development in line with the 2030 Agenda for Sustainable Development by supporting the implementation of the Sustainable Development Goals.

Responsibilities The Legal Officer will be responsible for the following duties:

Services the Implementation Committee under the Water Convention and the Convention’s Legal Board by:

  • Preparing, servicing and following-up to the meetings;
  • Preparing legal documents (memorandums, briefs), working papers and correspondence related to the Convention’s mechanism to support implementation and compliance;
  • Organizing activities to raise awareness about the mechanism;
  • Ensuring the achievement of strategic objectives related to the mechanism and support its further development.

Supports the implementation of other areas of the programme of work under the Water Convention by:

  • Contributing substantively to various other areas of work, in particular by leading or participating in the development of soft law instruments on the Convention, e.g. on water allocation in a transboundary context;
  • Assisting the secretariat in preparing for, servicing and following up to the sessions of the Meeting of the Parties to the Convention and the Working Group on Integrated Water Resources Management, by providing input to official documents and drafting informal documents and discussion papers;
  • Providing other support as necessary, including contracting consultants and individual contractors, fundraising efforts, maintaining contacts with focal points, drafting correspondence and providing information to delegates.

Supports capacity building activities to assist Parties to implement the Water Convention by:

  • Planning and organizing capacity-building activities in support of implementation of the Convention and participating in relevant events organized by governments and partner organizations;
  • Delivering substantive presentations during the capacity-building activities tailored to specific situations in countries Parties to the Convention;
  • Developing training and communication material to support the implementation of the Convention;
  • Managing the administrative and financial aspects of capacity-building activities, in particular arranging consultancy contracts, grant agreements and other needed services, identifying and developing partnerships with donors, drafting project proposals, developing budgets and following up on their implementation, producing project reports to donors.

Supports the secretariat’s work in the area of international water law by:

  • Participating in international events and processes on international water law;
  • Providing legal advice and draft responses to written enquiries received by the secretariat on the application of the Water Convention in the context of other international water law instruments;
  • Preparing publications and other awareness raising materials on international water law and the Convention.

Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. Ability to draft legal papers and work under pressure. Ability to apply good legal judgment in the context of assignments given. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. •Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent degree) in law. A first-level university degree in law in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in law, including legal analysis, research and writing is required, Out of the five (5) years, at least three (3) years of experience in international environmental law, is required. Experience in servicing intergovernmental meetings is required. Experience in providing support to an implementation and compliance review mechanism within a multilateral environmental agreement is desirable. Experience in development of soft-law instruments in the area of international environmental law is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
