The Legal Officer reports to the Registrar.

Responsibilities- Identifies legal issues; drafts, reviews and advises on Judgments and Orders; responds or assists in the preparation of responses to complex legal inquiries and correspondence involving interpretation and application of administrative law; assists the Tribunal in producing accurate, comprehensive judgments by reviewing draft judgments for any inconsistencies or inaccuracies to ensure editorial uniformity prior to dissemination.

- Provides substantive, technical and administrative support to the Registrar and Judge of the UNRWA Dispute Tribunal in the discharge of their functions in accordance with the Statute, Rules of Procedure, and any Practice Directions of the Tribunal.

- Reviews submissions to the Tribunal to ensure that they meet procedural requirements and identify, where applicable, cases that are amenable to informal resolution to be brought to the attention of the Judge for possible referral to the Ombudsman.

- Provides legal and ad hoc advice on diverse substantive and procedural questions and emerging issues, as required.

- Conducts extensive legal research and provides detailed analysis of cases and jurisprudence.

- Assists in maintaining the Tribunal’s Registers, including the Tribunal’s judgment database, and ensures the publication and dissemination of the judgments and orders rendered by the Tribunal in the official language(s) through the agreed media.

- Assists in the preparation of reports on the work of the Tribunal.

- Assists the Registrar in the overall supervision and guidance of the legal consultants, administrative officers and translators.

Education Advanced university degree (Master’s or equivalent) from an accredited educational institution in law or related field.

Work Experience At least five years of relevant work experience as a lawyer in the United Nations, other international organization, government service, the commercial/private sector, or NGO is required.

Extensive experience in legal drafting and analyzing jurisprudence in English is required.

Experience working with UN and/or UNRWA administrative law and the jurisprudence of the United Nations Appeals Tribunal is desirable.

Experience working in an administrative dispute tribunal of an international organization is desirable.

Experience in litigation drafting judicial submissions or working for a judge drafting judicial issuances is desirable.

Advanced university degree (Master’s or equivalent) from an accredited educational institution in law or related field is required.

A university degree from an accredited educational institution in law or related field, with additional years of relevant experience may be considered in lieu of the advanced university degree is desirable.

Languages Excellent command of written and spoken English is required. Working knowledge of Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: 2 years, with the possibility of further extension.
