Org. Setting and Reporting This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The incumbent reports to the Chief, Office of Field Investigations.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

  • Provides advice to the Special Adviser on a wide range of legal and policy issues affecting the mandate and activities of the Investigative Team, including public international law, international judicial cooperation and international criminal law matters;
  • In particular, provides advice and expertise on the implementation of the mandate of the Investigative Team and the Special Adviser with respect to the promotion, in Iraq and throughout the world, of accountability for acts that may amount to war crimes, crimes against humanity or genocide committed by ISIL (Da'esh);
  • Assists in facilitating cooperation and the sharing of information, expertise and best practices between the Investigative Team and the Government of Iraq; other governments; and relevant international and regional institutions, with respect to the implementation of accountability of measures against ISIL (Da’esh);
  • Organizes and participates in meetings and discussions with Government of Iraq, other government embassies in Iraq, and entities at United Nations Headquarters; and with other UN agencies, funds and programmes, as well as other internal and external actors and organizations, as required, with a view to furthering the implementation of the mandate of the Investigative Team and Special Adviser;
  • Drafts reports and publications relevant to the mandate of the Investigative Team;
  • Provides advice on the legal status of the Investigative Team and its members, including in areas such as international cooperation and Status of Forces/Status of Mission Agreements; advises on and assists in the implementation of aspects of the activities of the Investigative Team and the Special Adviser with respect to its mandate to promote global accountability for the crimes committed by ISIL (Da’esh), including matters relating to international law, international criminal law and international judicial cooperation, as appropriate;
  • Advises on daily administrative, personnel and contractual matters dealt with at the headquarters of the Investigative Team, including issues relating to the United Nations budgetary process, procurement and recruitment matters, as well as legal questions involving the interpretation or application of UN regulations and rules;
  • Advises on, drafts and reviews agreements, institutional and operational modalities, major contracts, legal submissions and other legal documents, in particular cooperation agreements with relevant national governments and international and regional organizations in furtherance of the mandate of the Investigative Team and Special Adviser;
  • Participates in relevant Boards and Committees at United Nations Headquarters, including in relation to procurement, budgetary and recruitment processes, and on ad hoc working groups and task forces, as assigned by the supervisor;
  • Performs extensive legal research and analysis on highly complex or novel issues/questions and prepares legal opinions, studies, briefs, reports, and correspondence; represents the Investigative Team at meetings, conferences, seminars, including at United Nations Headquarters;
  • Performs other duties, as assigned.

    Competencies Professionalism: Knowledge of international legal procedures and instruments, including criminal law, both substantive and procedural. Ability to apply legal expertise to analyzing a diverse range of complex and unusual legal issues and problems and in developing innovative and creative solutions in prosecuting complex criminal cases. Strong analytical skills and ability to conduct comprehensive legal research on a range of issues, including those of a unique and/or complex nature; proficiency in legal writing and expression. Discretion and sound judgment in applying legal expertise to sensitive, complex legal issues. Strong negotiating skills and ability to influence others to reach agreement. Ability to work to tight deadlines and handle multiple concurrent projects/cases. Knowledge of contemporary international relations and of UN system, organization and interrelationships. Education Advanced university degree (Master’s degree or equivalent) in law is required. A first-level degree (Bachelors’ or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional legal experience, including in international criminal law or international judicial cooperation is required.

Experience working in the Legal Office of a UN Common System entity or other similar organization is required.

Experience in legal work regarding legal assistance in criminal matters is desirable.

Experience in working on matters related to ISIL / Da’esh is desirable.

Experience working in the start-up phase of a United Nations peacekeeping or special political mission is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable. Knowledge of another official UN language is desirable.
