Background:

The OSCE Mission to Moldova is looking for 2 highly qualified, motivated and experienced Local Consultants to provide legal consultations and/or administrative support in terms of documentation and access to services to Roma persons from refugee and host communities. The OSCE is committed to achieving a better balance of women and men within the Organization.

Successful applicants under this vacancy notice will be added to a roster of persons eligible for temporary contracts with the mission.

Tasks and Responsibilities:

For this purpose, the Legal Expert shall conduct the following activities:

  • Reaching out to relevant civil society organizations (CSOs) to inform CSOs and their beneficiaries about free legal aid provided on documentation and access to services;
  • Developing a monthly calendar for the working visits inside the country to the Roma centers;
  • Providing at least 20 consultations per month (each consultant) for Roma persons from the host and refugee community and submit monthly confidential reports no later than 5 day of the month on the consultations provided, including statistical disaggregated data, and actions taken, the resolution or status of these cases and emerging patterns or concerns;
  • Conducting follow-up and debriefing sessions, as needed for the target beneficiaries;

Duration of Assignment:

The duration of the consultancies will depend on the specific projects/activities

Necessary Qualifications:

  • Moldovan citizenship or holding permanent resident status in Moldova;
  • Experience working with Roma people and/or national minorities;
  • Advanced knowledge of national and international standards in the field of human rights;
  • Advanced knowledge about the Roma community in Moldova and/or Ukraine and their particularities;
  • Excellent written and spoken Romanian and/or Russian, knowledge of Romani language would be considered a strong asset.
  • Very dedicated to work undertaken;
  • Self-disciplined and responsible to deadlines;
  • Good PC skills, ability to use the Internet
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
