Result of Service A desk review of all existing legal assessments and analysis of existing legal frameworks completed. Existing legal texts on maritime crimes and other legal documents combating transnational organized crimes committed at sea collected. Legislative framework on maritime crime assessed and recommendations provided. Final report submitted to UNODC.

Duties and Responsibilities The UNODC Maritime Crime Programme has been supporting Gulf of Guinean states in assessing and reviewing their legal frameworks about piracy and maritime crime. GMCP has been supporting all coastal States in ECCAS region, except Equatorial-Guinea in assessing their legal framework and providing recommendations in the last three years. Five countries have received key substantive contributions from GMCP to revise their penal code or draft a new bill of law on maritime crimes. UNODC GMCP plan to provide the same technical support to Equatorial-Guinea, hence the recruitment of a legal consultant who will be deployed for a five day mission in Malabo to analyze country’s legislative framework combating maritime crimes. The mission will be carried out through exchanges/meetings with the competent authorities involved in the action of the State at sea and will result in recommendations for a better harmonization of the legislation relating to maritime crime, in accordance with international conventions.

Qualifications/special skills An advanced university degree (Master’s degree or equivalent) in law, criminology, police administration or similar field, with adequate focus on international maritime affairs, international security policy, criminal justice and/or law enforcement issues, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of ten years of progressively responsible experience in national and/or international legal practice, administration, or related area with a maritime crime focus is required. Experience in drafting legal reports, proposals, and training plans and in dealing with counterparts from various cultural backgrounds is desirable. Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable. Previous work experience with the UN or other International Organizations will be considered desirable. Legal analysis and Report writing skills are desirable. Planning and Organization skills are desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English, i.e., oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
