Background information

The OSCE Extra-budgetary (ExB) Support Programme for Ukraine (SPU) was launched on 01 November 2022 in order to address the immediate challenges to civilians posed by the war against Ukraine, and to support the long-term democratic and social resilience of its institutions and civil society. The OSCE has been on the ground in Ukraine, working with and for Ukrainian partners, for almost 30 years. It adds value through its strong human capital, its deep knowledge of Ukrainian needs, and its commitment over the long-term. It also brings its unique, ‘comprehensive approach’ to security, which encompasses politico-military, economic and environmental, and human security dimensions.

The SPU needs to involve a Legal Consultant to provide services as per the tasks described below.

Please note that this is a short-term consultancy assignment of approximately 144 working days duration.

The consultant will be required to work from home with the ability to visit OSCE SPU premises if necessary.

Tasks

Under the supervision of Support Programme Manager the Consultant will perform the following tasks:

1. Provide legal advice and recommend solutions on how to ensure SPU’s effective and efficient operation in Ukraine such as residency of international staff, tax related issues, vehicle registration, and setting up contractual arrangements with private companies in Ukraine; 2. Prepare initial drafts of legal documents, including contracts, project Memoranda of Understanding, Notes Verbale and correspondence on project related matters; 3. Prepare initial drafts of legal documents requested by the Ukrainian authorities in relation to project implementation; 4. Assist in co-ordinating on legal matters with Ukrainian authorities and international organizations, and other bodies or entities in Ukraine; 5. Review the changes in the national legislation which concern the SPU’s operation, including its individual projects.

Job Requirements

• University degree in law, an advanced degree would be an asset; • Minimum 3 years of relevant professional experience as a practicing lawyer in the private or public sector with a national or international organization; • Established excellent analytical and legislative documents drafting skills; experience in immigration law and status of international organizations would be an asset; • Excellent knowledge of English and Ukrainian including excellent communication and drafting skills; • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; • Ability to work with people of different nationalities, religions and cultural backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; • Computer literacy with practical experience using Microsoft applications.

Remuneration Package

Remuneration will be in accordance with the OSCE Support Programme for Ukraine established consultancy rates.
