UNICEF Country Programme 2021-2025 pays special attention to adolescents and young people with the focus on the right of all young people to be heard and engaged into processes and practices that affect them directly. The U-Report platform has been developed with the purpose of amplifying the voices of young individuals, promoting their participation in fostering positive social changes, and facilitating dialogue between youth and the decision-makers. Information is gathered through online polls in a swift and efficient manner, and the results provide insights into the perspectives of young people, which can be sorted by age, gender, location, disability and ethnicity.

Key data and opinions collected through U-Report are shared with the community and decision-makers to enhance the development of strategic and programmatic solutions tailored to the needs of youth. UNICEF, in collaboration with its partners, strives to raise awareness about the significance of youth engagement, ensuring a supportive environment for their activities and involvement in community decision-making processes. Considering that UNICEF needs to ensure that the personal data of young people who registered on the U-Report platform are protected and, at the same time, in accordance with the legal regulations, a revision of the existing data processing text is necessary.

Work Assignment Overview:

The consultant will consider the following aspects of the U-Report platform:

  • number and types of data that should be collected and stored, and all legal obligations related to it,
  • documentation that a young person should receive, if any (data policies, etc.),
  • responsibilities attached to storing the data.

The consultant will hold several meetings with the representatives from UNICEF to make sure that the developed policies fall in line with the National Regulations in the Republic of Serbia and the Internal Regulations accepted in UNICEF.

Duration of the assignment: July - September 2023 (part-time, remote)

Task description:

  1. Based on the process description, develop the personal data protection procedure that will be applied at the website. Collect feedback from relevant partners and participate in piloting the model. Amend the procedure based on the feedback.
  2. Prepare the final procedure to be implemented on the platform, ready for immediate implementation.

Knowledge/Expertise/Skills required:

  • Advanced university degree in Law
  • Minimum 3 years of experience in a relevant field of law and privacy policy
  • A solid understanding of protection of minors’ legislature in the Republic of Serbia
  • Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise
  • Understanding of issues related to child safety and protection
  • Proficiency in Serbian and English, written and spoken
  • Previous experience in law on personal data protection and of developing similar mechanisms will be an advantage
