To increase the participation of adolescents, UNICEF has developed a digital platform for volunteering (volonterinamrezi.rs). This volunteer management platform is a sustainable online platform that drives change and brings awareness of young people’s participation. The platform has to ensure specific security compliance in line with UNICEF security standards (CLASSI), and provide data management and software hosting in Serbia or in one of the countries of the Council of Europe as per GDPR regulation (with a special focus to the adolescents under 18).

The purpose of this assignment is to create a middle ground approach to ensure that children and young people’s personal data on the volunteering platform are protected, and to meet all legal regulations.

Work Assignment Overview:

The consultant will focus on personal data protection, with a special focus on defining the confidentiality policy for children under 18 (involvement and information of parents, guardians...), in accordance with the law of the Republic of Serbia.

The consultant will consider the following:

  • number and types of data that should be collected and stored, and all related legal obligations,
  • documentation that a young person should accept if any (data policies, etc.),
  • responsibilities attached to storing the data.

The consultant will hold several meetings with the representatives from UNICEF and the IT company in charge for the development of the platform, to make sure that the developed policies fall in line with the National Regulations in the Republic of Serbia and the Internal Regulations accepted in UNICEF.

Duration of the assignment: February - March 2023 (remote, part-time)

Tasks:

  1. Based on the process description, draft the personal data protection procedure that will be applied at the website. Collect feedback from relevant partners and participate in piloting the model. Time frame: 7 working days.
  2. Prepare the final procedure and needed documents (e.g., application form) to be implemented on the platform, ready for immediate implementation. Time frame: 8 working days.

Knowledge/Expertise/Skills required:

  • Advanced university degree in Law
  • Minimum 3 years of experience in a relevant field of law and privacy policy
  • A solid understanding of protection of minors’ legislature in the Republic of Serbia
  • Flexible work attitude: ability to work productively both in a team environment and independently, and to handle requests or issues as they arise
  • Good understanding of issues related to child safety and protection
  • Proficiency in Serbian and English, written and spoken
  • Previous experience in medical law and of developing similar mechanisms will be an advantage

Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
