This is a UNV National Youth contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Youth contracts.

Description of task

Within the delegated authority and under the supervision of UNDP SECSIP Chief Technical Adviser or his/her designated mandated representative(s), the UNV Legal Assistant will:

  1. In compliance with UNDP Rules, Regulations and policies, the incumbent will be part of SECSIP Graduate Programme. For this assignment, the incumbent will be co-located at the Office of the Registrar of the Political Parties (ORPP). The incumbent ‘s general duties and responsibilities will include:
  • Support the ORPP in the analysis of the legal framework (Constitution, Political Parties Integrity Act and regulations and other legal instruments) to ensure the implementation of ORPP mandate in accordance with Law;
  • Liaise and coordinate with stakeholders as guided by the Registrar and Deputy Registrar;
  • Provide a monthly report on the activities carried out in support of the ORPP to this Office and to UNDP SECSIP;
  1. The day-to-day tasks in support of the ORPP expected to be performed under this assignment include the following:
  • Support the ORPP in the preparation of papers and legal opinions related to the application of the political parties legal framework;
  • Assist the ORPP in the production of guidelines, procedures and practices to streamline the implementation of its mandate;
  • Assist the Registrar and Deputy Registrar in the examination of requirements for the management and processing of applications from political parties including those on registration, deregistration, amalgamation, coalition, candidate nomination and integrity standards;
  • Assist ORPP in the preparation and facilitation of presentations;
  • Support the Registrar and Deputy Registrar in the identification of areas that may require a review of the current legislation;
  • Assist in the review of awareness materials to ensure consistency and compliance with the law;
  • Propose mechanisms to enhance social inclusion in the political party scene. This may include recommendations on the introduction of specific measures such as Temporary Special Measures (TSM) for women as well as other mechanisms to enhance social inclusion and meaningful participation in the decision-making process of political parties.
  • Assist in the development and implementation of monitoring and evaluation tools to measure impact and progress as a result of the activities implemented.
  • Perform other tasks as requested by UNDP SECSIP in consultation with the Office of the Registrar of the Political Parties.

Educational additional comments

  • Bachelor’s degree in a relevant area, e.g. political science, journalism, sociology or related area;

Experience remark

  • Experience acquired after finalization of university studies in public service, media or education sectors will be considered an asset.
  • Experience working in the UN or other international development organization will be considered an asset.
  • Good oral and written skills for drafting and reporting; ability to support document production and editing.
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including at grassroot level with community members, religious and youth organizations, and with public authorities; familiarity with tools and communication approaches for development.
  • Ability to work and adapt professionally in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
