Duties and Responsibilities This consultancy is located within the Capacity Development and Operational Training Service (CDOTS)/Department of Operational Support (DOS). DOS provides end-to-end operational support, advisory services and other solutions to the operating entities across the Secretariat, including other departments, offices-away-from-headquarters, field missions, and regional commissions. CDOTS provides operational training, language and communications training, training on enterprise resource management system, knowledge management, and leads as the main facilitator of business process management activities in the UN Secretariat.

The consultancy is for a minimum of six (6) months with a possibility of an extension. The consultancy will be remote. The consultant will report to the CDOTS Programme Management Officer (Training) in the Operational Training Section (OTS).

The Department of Management, Strategy, Policy and Compliance, the Office of Human Resources (DMSPC/OHR), and the Department Operational Support, Capacity Development and Operational Training Service (DOS/CDOTS) oversee the implementation of the 2021 – 2025 Learning Strategy. Following the principles and objectives of the Learning Strategy to create impactful learning solutions, the learning needs analyses (LNA) are essential tools in ensuring the Secretariat workforce is equipped with the required capabilities (skills, knowledge and abilities) to perform current and future jobs and demonstrates alignment with the organizational values and behaviours.

Within limits of delegated authority, the Consultant will be responsible for the following duties: In collaboration with CDOTS: •Contribute and/or design LNA for task-oriented skills gap analysis by OTS to determine learner needs in terms of skills, knowledge and/or behaviour required to proficiently complete job tasks in the area of operational training and management responsibilities. This will help determine priority areas and the best type of learning intervention and/or guidance. •General Approach: o Identify Stakeholder Groups o Focus group discussions o Review of References o Based on discussions on challenges, gaps, KPIs, etc., identify priority skills in operational training o Survey to assess proficiency and impact of each skill identified o Analysis of data, including visualization and storytelling with data o Write up the final LNA Report on results of discussion and survey, including executive summary, background information, methodology, the analysis and results and recommendations.

Qualifications/special skills An advanced university degree (Masters degree or equivalent degree) in the fields of organizational development, behavioral science, business or public administration, human resources management, social psychology, social sciences, or related fields is required. A first-level university degree (Bachelors degree or equivalent) in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

A minimum of 5 years of professional experience in conducting learning needs analysis or similar work. A minimum of 5 years in analyzing data and outcomes of learning needs analysis and drafting associated reports or outcomes to stakeholders.

Experience in designing and conducting learning needs assessments, including mapping of learning opportunities, is required. Experience in data storytelling and report writing on outcomes of learning needs analysis is required. Experience in instructional design, learning development, education or related area in an international setting is desirable.

Languages Proficiency in English is required. Knowledge of another UN official language is an advantage.
