.1. Purpose of the Position

The Health Security in Turkey Project (HSP) is an initiative of the Republic of Turkey Ministry of Health General Directorate of Public Health (MoH-GDPH), funded by the European Union and implemented in the country by the World Health Organization (WHO) Country Office.

The overall goal of the project is to strengthen health security in the country through integrated preparedness, and response to epidemic threats of all origins, in line with international standards. The overall aim of the consultancies being solicited is to provide technical support for strengthening of an integrated, all hazards based, multi-sectoral, and laboratory supported EWRS at central and provincial levels in the country.

Under the Project the selected consultant will leverage Adult Learning Principles and Standards for the development and the implementation of learning packages and trainings including e-learning and simulation exercises to improve the impact and the range of trainings and learning materials.

2. Organizational context

All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work.

The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.

WHO’s mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.

The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out.

The WHO Country Office supports the Member State to shape its health policy in line with WHO’s principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the BCA with the Member State and its corresponding country work plan. WHO helps the country to improve its health system and provides technical support as necessary. The WHO country office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact. The Country Office also has a representational, fund-raising and resource steering function, as needed.

3. Description of duties

The consultant will:

  • Using Turkish MoH infrastructure and systems and liaising with its learning bodies and representatives, support the development of a Learning and Development framework and tools, in line with international quality standards and MOH learning strategy, for HSP project learning deliverables and for the MoH and its Partners training activities.

Methodology: Enhance partnerships and collaboration between learning stakeholders based on agreed standards, existing and developing learning systems, content and structures for learning.

  • Liaising with MoH Learning stakeholders as well as MoH and HSP Technical Experts, coordinate the development and maintenance of learning packages, tools and resources, including technology-enhanced materials, on-line learnings and simulation exercises for Epidemiologic Intelligence (EWRS), related Laboratory activities and FETP/FELTPs programmes. HSP has established a draft production guide and a Learning and Training Tool kit to guide Learning and Development activities with the Government (re. Annex).

Methodology: Work closely with the MoH, WHO technical teams, experts and service providers to produce harmonized learning materials including need analyses, learning curricula, session plans, technical content, presentation materials (slides, facilitation manuals, etc), pre-post training surveys, eLearning and applied exercises (simulation exercises) and other tools to implement, measure and maximise impact of learning events and initiatives. Work with service providers to produce reversed-engineered learning materials for 4 specific trainings already produced.

  • Providing inputs for communication and donor reporting activities, related to Learning and Development.

Methodology: Work in close collaboration with reporting and communication Officers and contributing to donor reporting requirements.

4. Recruitment Profile

Functional Knowledge and Skills

Essential

  • Strong technical and communication skills.
  • Strong knowledge of adult/online learning content development processes.
  • Concrete skills in stakeholder management and engagement skills.
  • Good workflow management skills & great attention to detail.
  • Good computer skills in Learning Management Systems, office applications including Excel, PowerPoint, and Word.

Education Qualifications

Essential

  • First university degree in education, learning or other related fields.
  • Specialization in training, adult learning, and/or learning programme development.

Desirable

  • A Master’s degree in Education, Learning, Health or related area.

Experience

Essential

  • A minimum of two years’ experience in pedagogy, learning/capacity/guidance development and research related to education and/or health.
  • A minimum of two years’ experience working with MoH, international organizations and/or NGOs.

Desirable

  • Experience in the design and management of e-Learning materials is highly desirable.

Languages

Essential

  • Excellent command of English and Turkish, both oral and written.

5. Contract duration

1 April 2022 – 19 December 2022

6. Location

Ankara, Turkey (both on-site work in WHO Country Office in Ankara, and off site at home-office).

7. Travel

In-country mission to support learning events may be involved.

8. Remuneration

Remuneration is based on NO-B salary scale (NO-B step 1: 26,690.00 Turkish Lira/per month in accordance with WHO’s national consultant’s pay rates for Turkey.) Travel costs will be covered separately.
