BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food and cash assistance to change lives and empower people to meet their essential needs. WFP does this both through direct programming as well as by supporting governments on their national pathways toward the Sustainable Development Goals (SDGs), in partnership with multiple stakeholders. WFP is the largest cash actor in the humanitarian community: WFP transferred over US$3.3 billion to 56 million people across 72 countries in 2022.

The Cash-based Transfer (CBT) Division in WFP’s Headquarters in Rome leads the organization’s global efforts in cash programming and is a dynamic and agile team that works multifunctionally and with a range of innovative partners to enable WFP’s field operations to provide high quality cash transfer programming. This means that we give people physical banknotes, e-money, mobile money, debit cards or value vouchers to provide the people we serve with the dignity to choose how they improve their food security and meet their essential needs.

Purpose of the role:

As the Learning & Development Specialist you will be working under the supervision of the CBT Learning & Development Lead who is responsible for designing and deploying strategic learning and development initiatives suited to grow our global talent in cash programming. In addition to supporting the L&D Lead, the L&D Specialist will participate in the design and deployment of a global learning needs analysis, design and deliver solutions to fill learning gaps, support CBT subject matter experts in the design and delivery of a variety of learning initiatives, and support on the design of knowledge transfer including using existing learning platforms as well as leveraging communities of practice.

ACCOUNTABILITIES AND RESPONSIBILITIES:

  1. Participate in the design and deployment of a global learning needs analysis for the CBT global community. Analyse the results of the needs analysis, draw conclusions, and develop insightful recommendation and solutions to fill identified learning gaps.
  2. Design and develop CBT relevant learning pathways, using WeLearn, WFP’s learning management system (Cross-knowledge). Work closely with Subject Matter Experts to determine and refine content, and utilising adult learning theory knowledge to ensure a well-designed learning pathway with compelling course content.
  3. Provide advice and develop the refreshed design of the CBT learning channel on WeLearn. Ensure the design aligns with CBT strategic goals. Curate relevant resources to strengthen the depth and breadth of the learning channel.
  4. Create a repository of locally created learning resources. Create and maintain a working community of practice with regional CBT contacts to leverage this repository and strengthen learning from others across the global CBT community.
  5. Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. A Global CBT learning needs analysis report detailing results, insights, and recommendations.
  2. Publish relevant learning pathways for CBT topical areas to be confirmed (e.g.: CBT in emergencies, Cash Coordination, and User Journeys).
  3. A refresher and up to date CBT learning channel on WeLearn (WFP’s LMS).
  4. An established data base of learning resources and a community of practice to build the tacit and explicit knowledge management of our global CBT colleagues.
  5. Data analysis and report writing as required.
  6. Effective oversight of the Translation of learning resources as required.
  7. Quality and on-time support provided on ad hoc projects to learning and development for CBT.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

University degree in Economics, Social Sciences, Human Resources, Instructional Design, or related field.

Experience:

  • Minimum 4 years’ experience in designing and delivering learning initiatives (formal and informal learning).
  • International work experience, having worked in multi-cultural teams and organisations.

    Knowledge and Skills:

  • Strong project management skills.

  • Strong written communication skills.
  • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different national and cultural backgrounds.
  • Ability to guide subject matter experts in designing appropriate learning initiatives.
  • Expert knowledge in all Microsoft Office Suite applications such as Word, Excel, PowerPoint, Teams, Outlook.
  • Ability to develop learning paths/channels/communities of practice.

Language:

Excellent knowledge of English. Good working knowledge of a second UN language preferably French or Spanish is highly desirable.
