Org. Setting and Reporting The International Seabed Authority (ISA) is an international organization established under the United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of the United Nations Convention on the Law of the Sea. The ISA is the organization through which States Parties to UNCLOS shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the 1994 Agreement, organize and control activities in the Area, particularly with a view to administering the resources of the Area.

The capacity building (CB)/capacity development (CD) mandate of ISA is implemented by the Executive Office of the Secretary-General (EOSG), which assists the Secretary-General in supervising and coordinating the work of the secretariat, pursuant to the executive directions of the Secretary-General and the relevant directives and decisions of the Council and decisions of the Assembly.

Responsibilities As part of its capacity building/development mandate, the ISA Secretariat developed the e-learning programme “Deep Dive”. It is the first and only e-learning experience exclusively devised to address all elements of the legal regime in Part XI of UNCLOS and the 1994 Agreement, including technical and scientific aspects. The interdisciplinary approach of the programme provides participants the analytical, scientific and technical skills needed to advance creative solutions to issues of relevance to activities in the Area.

Under the guidance and supervision of the Chief of Staff and Head of Strategic Planning Unit, the Learning and Development Assistant will be responsible for the following duties:

  • Manages participant admission, registration and enrolment to the programme, including all application and programme documentation;
  • Enables and manages access of trainees and lecturers/experts to the LMS, including management of the platform’s functionality and moderation of discussion fora;
  • Supports the organization and set-up of meetings and learning events through providing administrative and logistical support, via the LMS and other online collaboration, meeting and participant-engagement tools;
  • Drafts correspondence to respond to standard inquiries from learners and teachers/experts, and assists with relevant follow-up actions;
  • Develops learning materials for the e-learning programme based on lecturers’/experts’ scripts, converts draft learning materials created by lecturers to accessible materials in LMS and ensures availability of up-to-date training materials on the e-learning platform;
  • Monitors study progress and devises and facilitates online graduation ceremonies;
  • Supports the organization and management of the Deep Dive Alumni community/network under the auspices of ISA;
  • Researches, analyzes and presents information pertaining to (e-)learning and development/LMS and drafts regular communication materials regarding learning opportunities;
  • Implements activities related to programme marketing and resource mobilization and prepares related documents/reports (work programmes, programme budget, donor reporting etc.);
  • Performs other duties as required.

Education High school diploma or equivalent is required. A recognized first-level university degree in education, or related field is desirable.

Work Experience A minimum of three (3) years of relevant work experience in administering and coordinating learning and development activities via a learning management system is required.

Management of training and CB/CD projects, including the development of online learning materials/instructional design is desirable.

Knowledge of ocean governance issues linked to the mandate and role and functions of ISA is desirable.

Languages For this post, fluency in English is required. Some training materials may be compiled in other languages. Knowledge of another official United Nations language is an advantage

Special Notice The focus of this position is on the administration and management of the Deep Dive e-learning programme offered by the International Seabed Authority (ISA) via a customized Learning Management System (LMS). This includes registry of participants, learning support, development and dissemination of learning materials, monitoring and evaluation of the programme and reporting. Also, the position is expected to support staff, resource persons, experts and participants of the Deep Dive programme, which covers all components of the mandate assigned to ISA by UNCLOS and the 1994 Agreement

The initial duration of the contract is 11 months. Extension of the appointment is subject to extension of the Deep Dive programme and/or the availability of designated funds.

This position is subject to local recruitment under rule 4.4. of ISA Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
