The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP has drafted a Transitional Interim Country Strategic Plan (T-ICSP), which outlines the activities in the country for the next year (September 2022 – August 2023). Currently WFP Moldova is preparing an extension of T iCSP with the intention of existing Moldova by the end of 2025. To support this extension and to strengthen understanding and visibility of WFP’s mandate in Moldova, as well as its advocacy approach, WFP Moldova is now seeking to fill the position of Learning, Advocacy and Visibility International consultant.

JOB PURPOSE

The objective of this position is to enhance WFP’s visibility with a wide variety of audiences, to ensure WFP’s mandate, role and added value in Moldova is well understood and accepted. This is expected to lead directly to sound strategic positioning with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP in Moldova. The incumbent reports directly the Head of Office and works with relevant technical WFP colleagues in Moldova Office and Regional Bureau as well as with external partners, such as government counterparts, UN-agencies and other technical and financial partners, present in Moldova, or not.

KEY ACCOUNTABILITIES (not all-inclusive)

• Formulate operational and strategic messages on WFP operations in Moldova, which can enhance internal WFP learning and strategic partnerships with donors. • Liaise with relevant colleagues in Moldova Office, RBC and HQ on identifying innovative practices for learning and evidence generation related to WFP’s involvement in the refugee-response, social protection- and food systems strengthening in Moldova. • Propose solutions for advocacy and dissemination of operational and strategic messages as well as learning results and evidence generation. • Support WFP Moldova Office in design and implementation of Communication plan. • Support WFP Moldova Office in design and implementation of Partnership Action Plan. • Support WFP Moldova Office on corporate reporting requirements. • Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Masters level university degree in International Development, Social Sciences, Political Science, Economics, International Relations or another relevant field.

Experience: At least 5 years of relevant experience of which at least one international (remote work excluded.)

Knowledge & skills:

· Excellent communication skills, oral and written. · Strong interpersonal skills, solid experience in coordinating and liaising with a wide variety of people, internally and externally. · Proven ability to work independently, ensuring deadlines are met on time, delivering high quality products. · Experience working in UN organizations, particularly across functions and divisions in WFP, ideally at CO, RB and HQ level. · Experience working with EU-institutions would be an asset

Languages: Fluency (level C) in English language and, ideally, in one of official UN languages (Arabic, Chinese, French, Russian, Spanish).
